92. Testimony was received that the facility is in close proximity to an elementary <br /> school. The closest school to the site is the Madison Elementary School which <br /> is on the west side of Evergreen Way on the corner of Pecks Drive and East <br /> Drive, approximately 0.4 miles from the proposed facility. (exhibit 17, <br /> comments from public and staff response, page 2) <br /> 93. Written and oral comments were submitted with regard to the proposed tenants <br /> and whether they would be respectful and keep the neighborhood clean and <br /> ensure a safe community. Concern was also addressed regarding drug activity <br /> and the possibility of"convicts" being in the neighborhood. The City responded <br /> that CHS has operated facilities in similar neighborhood areas and requires <br /> individual leases and that the tenants must abide by "good neighbor" behavior. <br /> CHS also will implement on-going outreach communications with the <br /> neighborhood and will ensure that the facility addresses their needs. Tenants <br /> will be screened for arson offenses, sex offences, drug production history and <br /> violent crimes. Tenants will be required to abide by all laws that govern all <br /> citizens. Opposition to the facility was raised because of the proximity of a legal retail <br /> marijuana shop in the vicinity. The marijuana shop is an allowed use at its <br /> location. Opposition was submitted that the proposal is close to the fire training facility <br /> and would present a potential safety hazard for tenants living in the facility. The <br /> CHS facility will have fencing, security cameras and 24-hour staff which should <br /> minimize potential safety hazards. (exhibit 17, comments from public and staff <br /> response, page 2) <br /> 96. Opposition was submitted that the proposed building would be a homeless <br /> shelter near the neighborhood. CHS and the City stated that the project is not <br /> considered a shelter, but a safe and secure permanent and affordable housing <br /> facility where individuals can obtain needed health services without the stress <br /> and vulnerability of living on the streets of the community.
