D. Existing Zoning - The proposed project and design shall meet the requirements <br /> of the Everett Zoning Code; <br /> E. Natural Environment- The proposed project and design shall meet the <br /> requirements of Environmentally Sensitive Area regulations of the Everett <br /> Zoning Code and Title 20 of the Everett Municipal Code (Environmental <br /> Policies), and the State Environmental Policy Act (SEPA), WAC 197.11; <br /> F. Drainage - The proposed project and design shall meet the requirements of the <br /> City's drainage regulations; <br /> G. Open Space and On-Site Recreation -The proposed project and design shall <br /> meet the requirements for Yard Area and On-Site Recreation as defined in <br /> EMC 18.28.250 and 18.28.260 of this Ordinance; <br /> H. Public Services -The proposed project shall be designed to meet the following: <br /> a. Adequate water supply to City Standards; <br /> b. Adequate sewage disposal to City Standards; <br /> c. Appropriate surface water management to City Standards; <br /> d. Adequate fire protection and hydrants to City Standards; <br /> e. Appropriate access designed to meet City Standards for anticipated <br /> uses within the project; <br /> f. Provisions for all appropriate deeds, dedications, and all other <br /> easements; <br /> g. Provisions made for access to, and maintenance of, all common facilities <br /> and <br /> h. Provisions have been made for all necessary streets, alleys, sidewalks, <br /> transit stops, and safe walking routes to schools and schoolgrounds. <br /> I. Existing Public Facilities and Services - The proposed project shall be designed <br /> to not adversely impact the following public facilities and services: <br /> a. Existing streets and other transportation systems; <br /> b. Existing utilities system; and <br /> c. Police, fire, parks, and schools. <br /> J. Flood Plain - The proposed project and design shall meet the requirements of <br /> the Everett Zoning Code and floodplain overlay districts and regulations. <br /> K. Landscaping Standards - The proposed project and design shall meet the <br /> landscaping standards as established by this Ordinance. <br /> Review Process Ill — SPU - EMC 19.41.150.0 General Evaluation Criteria <br /> (1) The need of the neighborhood, district, or City for a proposed special property <br /> use. <br /> (2) The adequacy of streets, utilities, and public services required to serve a <br /> proposed use. <br /> (3) The impact of traffic generated by the proposed use on the surrounding area, <br /> pedestrian circulation and public safety; and ability of the proponent to mitigate <br /> such potential impacts. <br /> (4) The provision of adequate off-street parking, on-site circulation, and site <br /> access. <br /> 231 <br />
