impact coronavirus has had on Everett prompted the police department to establish an internal <br /> response structure staffed with full-time personnel tasked with attempting to address all the <br /> concerns related to the virus (and associated disease), during a time where the intelligence about <br /> COVID-19 was limited or unknown. Everett hosted the first drive through COVID-19 testing <br /> site in the county, and also hosted the county health department's quarantine and isolation site. <br /> Both of these locations were a draw on the police department's staffing and call load. <br /> In addition to the impact on our staffing resources,there was an immediate need for additional <br /> personal protective equipment(PPE)to ensure we could keep first responders safe and healthy. <br /> The financial impact of coronavirus in the Everett community (and on the EPD)was <br /> immediately felt,but the long-term costs of EPD's response will not be known for years to come. <br /> Current and future purchase,project and labor costs include,but are not limited to: regular duty <br /> time and overtime,PPE (gloves,masks, sanitizer, etc.), cleaning machines and equipment, <br /> hiring,training,travel expenses (particularly related to the distribution of resources to impacted <br /> people or areas),testing for the virus (including antibody tests), and officer/employee wellness <br /> programs (designed to minimize the psychological effect of the pandemic). EPD would not <br /> utilize the CESF program to fund direct administrative costs that exceed more than 10 percent of <br /> the total award amount($146,699). <br /> Based on the rapidly changing needs related to the coronavirus pandemic and its effects on the <br /> Everett Police Department, financial support from the CESF program would be best received <br /> through advanced draw down funds. The EPD is prepared to place those funds in an interest- <br />
