This allocation would be utilized for prevention,preparation and response to the coronavirus. <br /> Due to the unforeseen effects of this pandemic,the Everett Police Department did not have <br /> funding allocated for its response to this emergency in the annual police department budget. <br /> Overview <br /> On January 19th,2020, a medical center in Everett, Washington,received a sick patient that had <br /> just returned from a trip to Wuhan, China. That patient went on to be identified as Patient Zero <br /> by the Center for Disease Control,the first COVID-19 coronavirus case in the U.S. He was <br /> immediately isolated and provided with sterile biocontainment environment,but the virus began <br /> spreading in the community. On January 21St, Washington State Governor Jay Inslee declared a <br /> state of emergency in the State. On February 29th,health officials announced that the first U.S. <br /> COVID-19 coronavirus death had occurred at a long-term care center in Kirkland, Washington, <br /> 24 miles south of Everett. Since that time,the virus has spread rapidly throughout the U.S. and <br /> been identified as a global pandemic. On March 13th,President Donald Trump declared a <br /> national emergency in the U.S. concerning the outbreak. <br /> Statement of Current and Future Need <br /> Since the arrival of Patient Zero,the Everett Police Department began immediate steps to <br /> prevent, prepare for, and respond to coronavirus. In the 11 weeks since the first identified case <br /> of the virus, 29.8% of all confirmed cases in Snohomish County were in the City of Everett, even <br /> though the city only represents 13.7% of the countywide population.
