Description of Proposal: On June 30, 2015,an application was submitted to the City of <br /> Everett Planning Department to demolish a contributing single-family house at 2802 Victor <br /> Place in the Riverside Historic Overlay Zone. A new single-family house is proposed to be <br /> constructed on the site. The applicant requested a deviation from the front setback standard, <br /> Applicant: Luis Sialer <br /> Sialer Design LLC <br /> 23003 55`h Ave. W.,Mountlake Terrace,WA 98043 <br /> Location: 2802 Victor Place,Everett <br /> Zoning: R-2H-- Single-family Detached Medium Density Historical <br /> SEPA Status: A Final Mitigated Determination of Non-Significance(MDNS) was issued on <br /> July 27, 2015 <br /> B. Project Review Information. <br /> The site is located in the Riverside Historic Overlay Zone. The standards for this overlay zone <br /> are contained in the"Neighborhood Conservation Guidelines and Historic Overlay Zone <br /> Standards"for the Riverside Neighborhood Historic Overlay. EMC 19.33.310.A gives the <br /> Everett Historical Commission authority to review and make recommendation to the PIanning <br /> Director concerning"Demolition of any building listed in the Inventory of the Historic District <br /> as historically significant or contributing to the historic character of the neighborhood." <br /> The"Applicability" Section of the Neighborhood Conservation Guidelines and Historic Overlay <br /> Zone Standards,p. 4,states that before demolition of a significant or contributing structure,there <br /> is to be a review by the Historical Commission of the proposed new structure. <br /> EMC 19.33.300.B. states: "Deviation from Requirements of the Underlying Zone District. An <br /> applicant may propose and, after review and recommendation by the historical commission,the <br /> planning director may allow an applicant to deviate from certain development standards <br /> contained in the neighborhood conservation guidelines and historic overlay zone standards, <br /> provided the proposal satisfies the evaluation criteria of this subsection." EMC 19.33.300.B.1.b <br /> lists"building setbacks"as a standard for which a deviation may be granted. <br /> Proposals required to be reviewed by the historic commission in the historic overlay zone per <br /> neighborhood conservation guidelines and historic zoning overlay standards are subject to <br /> Review Process II per EMC 15.16.080(A)(28). <br /> The contributing house at 2802 Victor Place is proposed to be demolished,which requires a SEPA <br /> review. <br />
