In summary,the proposed demolition and design review of the new house require a SEPA review, a <br /> public hearing before the Historical Commission,Historical Commission recommendation to the <br /> Planning Director, and decision by the Planning Director. <br /> SEPA Determination: A Final Mitigated Determination of Non-Significance was issued for the <br /> proposed demolition July 27,2015 (SEPA 15-026). <br /> Historical Commission Recommendation: On July 28,2015,the Historical Commission held <br /> a public hearing on the proposed demolition of a contributing structure and the design of a new <br /> single-family residence. The Historical Commission recommended that the Planning Director <br /> approve the demolition and proposed design of the new house, including the requested front <br /> setback deviation,with the following conditions: <br /> 1. The existing curb cut is required to be removed. <br /> 2. Replacement trees for those removed and/or a landscaping plan be submitted; and <br /> 3. So that the applicant does not have to return to the Historical Commission for review again, <br /> authorize staff to approve plan changes to allow: <br /> • Expansion of the porch across the front façade and up to one foot further toward the street; <br /> • Changing the pillars to square; <br /> • Lap siding on the chimney as opposed to shingles; <br /> • Siding rather than brick on the porch column supports. <br /> • Sidelights on the front door to be removed and style of the door to be changed. <br /> The bulleted items above are authorized,not required. <br /> C. Findings: <br /> 1. On July 28, 2015,the Historical Commission held a public hearing on the removal of the <br /> existing dwelling at 2802 Victor Place and design of a new single-family house. <br /> 2. The Historical Commission reviewed the proposed demolition and the design of the new <br /> house as submitted on the plans dated 6/30/15 and recommended approval of the <br /> demolition and proposed design of the new house as detailed above, including the <br /> requested deviation on the front setback. <br /> 3. As stated in the Staff Report dated 7/30/15, attached hereto as Exhibit A,the proposed <br /> • design of the house meets the Riverside Historic Overlay Guidelines and Standards <br /> except for the front setback. <br /> 4. The Riverside Historic Overlay standards would require the front setback to match that of <br /> the adjacent property at 2808 Victor Place,which is 23 feet 3 inches. The Applicant <br /> requested a front setback of 20 feet,which is a deviation of 3 feet 3 inches from the <br /> standard. <br /> 5. After review and recommendation by the Historical Commission,the planning director may <br /> allow an applicant to deviate from the front setback requirement provided the proposal satisfies <br /> the evaluation criteria of the overlay standards(Standards, EMC 33.300.B.),which are: <br /> a. The unique characteristics of the property and/or surroundings and how they will be protected <br /> and/or enhanced by the deviation; <br /> b. The positive characteristics of the proposed development and whether such characteristics could <br /> be provided by compliance with the standards and guidelines; and <br />
