The Snohomish County Emergency Radio System is employed by the City of Everett Fire Department emergency <br /> crews and operates at 800 MHz. Large metal-framed or metal and concrete buildings can weaken the signal so <br /> that communication and, therefore, firefighter safety is compromised. This structure must meet the requirements <br /> of EMC 16.03, Section 510,which specifically addresses required radio system performance standards in this <br /> structure. Your attention to this feature early in the planning stages will help avoid a costly, last-minute retroactive <br /> installation of radio signal amplification antennae and other equipment. All fire alarm control panels(FACP)and sprinkler valves shall be in heated rooms or closets with standard man <br /> door access. Locations shall be approved by the Fire Code Official(NFPA 13 8.16.4.1.3). <br /> 38. Buildings or portions of buildings or facilities exceeding 30 feet in height above the lowest level of fire department <br /> vehicle access shall be provided with approved fire apparatus access roads capable of accommodating fire <br /> department aerial apparatus. Overhead utility and power lines shall not be located within the aerial fire apparatus <br /> access roadway. See 2012 IFC, Appendix D, D105.1 and D105.4. <br /> 39. Where elevators are provided in buildings, at least one elevator shall be provided for fire department emergency <br /> access to all floors. The elevator car shall be of such a size and arrangement to accommodate a 24-inch by 84- <br /> inch ambulance stretcher in the horizontal, open position and shall be identified by the international symbol for <br /> emergency medical services(star of life). The symbol shall not be less than 3 inches high and shall be placed <br /> inside on both sides of the hoistway door frame. Exception: If all stories within the building have direct, accessible <br /> egress to grade(EMC 16.01, Section L; IBC 3002.4, 2012 Edition). <br /> 40. Traffic Calming Devices(Speed Bumps) The length of installation should be approximately 12 feet from the <br /> beginning of rise from the pavement surface to return to the pavement surface. .Undulations should be <br /> approximately 4 inches in height at the highest point and a circular arc surface should be used from point of rise to <br /> the end of the undulation. Undulations approximately 3 inches in height can also be used. Undulations should be <br /> placed approximately 600-700 feet apart with minimum distance being approximately 400 feet for public streets. <br /> Design for private roads and complexes shall be approved by the Fire Marshal's Office. Warning signs must be <br /> posted providing notice of the undulations. <br /> Other Agencies <br /> 41. The Snohomish County PUD currently has sufficient capacity to serve the proposed development. However, the <br /> existing District facilities in the local area may require upgrading. Cost of any work, new or upgrade, to existing <br /> facilities that is required to connect this proposed development to the District electric system shall be in <br /> accordance with the applicable District policy. The development will be required to supply the District with suitable <br /> locations/easements upon their property for any underground electrical facilities that must be installed to serve the <br /> proposed development. Contact with the District is recommended prior to design of the proposed project. <br /> 42. Sewer service is provided by the Mukilteo Water and Wastewater District. If the developer chooses to connect <br /> within street ROW's, the closes connection point is on 106th Street SW just east of 21St Place W. There is also a <br /> sanitary sewer line paralleling Airport Road. Connection to the Airport Road system would require granting the <br /> District permanent easements along the route and providing permanent vehicle access to all manholes. In either <br /> case, a Developer Extension Agreement(DE)would be required to extend the sanitary sewer system to the <br /> property. Plans would need to be submitted to the District to determine what specific improvements would be <br />
