The bids,which include sales tax,range from a low bid of $432,237.21 to a high bid of$532,700.63.The Engineer's estimate,including sales tax,was$547,976.34. An evaluation of the low bid proposal from Blackwater Marine,LLC. was found to meet all contract bidding requirements; therefore the City recommends that Blackwater Marine, LLC be awarded the construction contract for the Lake Chaplain South Dam Tunnel Decommissioning Project for the amount of$432,237.21. Previously authorized expenditures for the project include $74,610 for design services through award of contract and$2,000 for advertising the call for construction bids. Total expenditures requested to date, including this request for construction award, are $508,847.21. The budget remaining is $56,152.79. RECOMMENDATION: Award construction contract and authorize the Mayor to sign the contract with Blackwater Marine, LLC for the Lake Chaplain South Darn Tunnel Decommissioning Project in the amount of$432,237.21,including Washington State sales tax. 33
