(8) Accept the Water Main "0" Replacement Project as complete and Authorize the Mayor to sign the Certificate of Completion with B&L Utility allowing the release of the retainage escrow held in the Bank of America. (9) Accept the Snohomish River Outfall (SRO) 7 Replacement Project as complete and Authorize the Mayor to sign the Certificate of Completion with Tellus LLC., allowing the city held retainage to be released. (10) Accept the Lift Station #24 Replacement Project as complete and Authorize the Mayor to sign the Certificate of Completion with McClure and Sons, Inc. allowing the release of the retainage bond. ACTION ITEMS: (11) Authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement with DLR Group for the Service Center Redevelopment Project in the amount of $13,000.00. (12) Authorize the purchase of one John Deere 544K Front Loader from Washington State Contract 16904 in the amount of $190,869.19, including Washington State Sales Tax. (13) Reject protest by Ballard Marine Construction, and award construction contract and Authorize the Mayor to sign the contract with Blackwater Marine, LLC for the Lake Chaplain South Dam Tunnel Decommissioning Project in the amount of $432,237.21 including Washington State sales tax.
