Central Park SFR-CAR&Mitigation Plan
Table 1:Wetland A Determination Summary
Parameter aeSlllt
Flag#and Type Blue&White flagging tape labeled A1-A5.
General Wetland Location Eastern property edge.
and Size 1,367 SF on-site.
Cowardin Classification Seasonally saturated palustrine forested wetland (PFOC)and
Seasonally saturated palustrine scrub/shrub wetland (PSSC).
Dominant Vegetation Red alder, Pacific willow, lady fern, giant horsetail, creeping
buttercup, and climbing nightshade.
Hydrogeomorphic Classification Open depressional.
Water Source/Outlet A small culvert, located south of the subject parcel, drains the
wetland. The culvert passes beneath the Interurban Trail,
flowing east towards an offsite wetland.
Hydrology Indicators Saturation and shallow surface water.
Typical Soil Profile 0-15+inches: A horizon, 1OYR2/1,Sil.
Wetland Rating Category 3,with a habitat score of 4
Wetland Buffer Requirements and 75-foot standard buffer.
Conditions
Building Setback Limits (BSBL) 10 feet from buffer edge
33 Stream Determination
Based upon the criteria outlined in the Everett Municipal Code, no streams were identified on the
subject site. The wetland had some shallow surface water present at the time of the site visit, but no
channel, scour marks,or other evidence of concentrated flow was observed on the subject site.
3.4 Offsite Critical Areas
Wetland A extends off-site to the north and south of the subject site. An additional wetland area may
be present east of the existing paved pedestrian trail located along the east property line. No other
wetlands or streams were identified near subject site.
3.5 Existing Functions and Values
Overall, the on-site buffer for Wetland A is relatively uniform and provides relatively low functions and
values in regards to water quality improvement and habitat support. The buffer is dominated by
invasive vegetation including Japanese knotweed and Himalayan blackberry. The wetland is isolated
from other undisturbed habitat areas by existing urban areas, roadways, and paved paths.
4.0 Project Impacts and Mitigation E
The proposed project has been designed to minimize impacts to critical areas and their associated
buffers to the greatest extent practicable given the site constraints. The project will require the
construction of a driveway, building site, utilities, and stormwater management.
si
r:.
Septet nl'f:1 2,r)1;, f', Y
h-[-_ci0:i PijC t?.:l'll.il f'I;7',r,!.J iJitl'1:, YiC,
3
