Central Park SFR-CAR&Mitigation Plan
• Substitute species that are more suited to local conditions for species that had high
mortality(>80%)
• Irrigate at regular intervals during the growing season to reduce transplant stress
• Promote optimum growth by removing competing vegetation in plant pits
• Replant with stock that propagates quickly
Goal 2: Preserve and protect critical areas on the subject property.
Objective 1: Fence and sign the boundary of onsite critical areas as required by EMC
1937.110(E).
Performance Standard:
• Fencing and signs are installed according to EMC 19.37.110(E).
Evaluation Method: Review and approval by the project biologist.
Contingency:
• Replace or install fence and/or signs as necessary
6.0 Monitoring
6.1 General
The monitoring period for this mitigation project will last for five years. After the completion of the
Time Zero/As-built Report and subsequent approval, the bond anniversary date will be set and the
monitoring period shall begin. The mitigation sites will be monitored using standardized techniques and
procedures described below for vegetation survival, vigor and growth of plant material, and the success
of the mitigation plan overall. The monitoring strategy will include the following elements unless
otherwise approved by City staff.
7.0 Monitoring Schedule
An annual report describing and quantifying the level of success of the plan will be written and
submitted to the City of Everett for review and approval. The monitoring strategy will consider, but is
not limited to:
a) Plant species composition and cover values for vegetation in the planting areas
b) Survival rate of originally planted vegetation
c) Wildlife use
d) Indications of human disturbance
7.1 Time-Zero Report:
A Time Zero/As-built Report will be completed by the contractor and the consulting biologist when
planting is finished. The Time-Zero Report will identify problems in obtaining materials, differences in
,::,_.: fff to Mgt, I!
