2 <br /> Qualification Statements must include the Signed Authorization contained on the last page of this RFQ or they <br /> may be deemed non-responsive and will not be evaluated. <br /> SUBMITTAL AND EVALUATION <br /> Statements of Qualification will be evaluated on the completeness of the information supplied in the submittal. <br /> Submit proposal with the following format and attachments. Failure to clearly and completely provide all <br /> information below, on forms provided and in order requested, may result in rejection as non-responsive. <br /> Interested consultants should submit: <br /> 1. A letter of interest. <br /> 2. A Statement of Qualifications.This should include the qualifications of the key personnel who will perform <br /> the analysis for this contract. In addition to your statement, provide a resume for each person that will be <br /> conducting the analytical work and performing on the contract. <br /> 3. A Proposed Delivery of Services(Proposal Response)document, detailing your analytical and <br /> professional approach to each of the three phases of and the deliverables requested in this RFQ.This <br /> document should detail your proposed work plan, in a comprehensive, but concise, manner. Partial <br /> proposals, for less than the full three phases,will not be accepted. <br /> 4. A Proposed Budget for the Scope of Work identified in this RFQ with total costs for each Phase provided <br /> separately and independently. <br /> 5. Responses to the following Consultant Evaluation Questions: <br /> a. Please describe-your approach to and experience in reviewing the operational model of a <br /> municipal Police department that includes the scope of services described in the Background <br /> section of this RFQ, particularly in an urban setting. In your response, please provide or <br /> discuss: <br /> 1. A brief summary of the issue that you were asked to investigate or resolve. <br /> 2. The process and methodology pursued in reviewing the agency and in developing your <br /> recommendations. <br /> 3. How you worked with (and gained buy-in from) stakeholders throughout the process, <br /> including labor unions, department management, elected officials, city budget officials, and <br /> the public. <br /> 4. How you framed your recommendations for a public audience, and what sort of public <br /> engagement processes you recommended or implemented. <br /> 5. How final recommendations were made to command staff, elected officials and/or city <br /> management. <br /> 6. Whether or not your recommendations were accepted and/or implemented by the agency. If <br /> the recommendations were not implemented, why not? <br /> 7. A brief summary of the agency reviewed, including: (i) city/county geographical and <br /> population size and development characteristics, (ii) FTE, budget, and type of law <br /> enforcement services provided, and, (iii)volume and type of service calls. <br /> b. Everett has a population of approximately 103,300, spread over 33 square miles. The Everett <br /> Police Department has an annual operating budget of more than $32 million and 242 FTE's and <br /> provides police response, investigation and prevention services, code enforcement, marine <br /> response and a 24/7 police Records Unit.
