0 <br /> SCOPE OF WORK <br /> • <br /> The City is seeking input from experts in the operations and management of law enforcement agencies on the <br /> following issues: <br /> 1. Analysis of the Everett Police Department's existing operational and management model.Are there <br /> different models by which EPD might provide its law enforcement and crime prevention services in a more • <br /> efficient manner, from a response time, staff deployment, and/or financial perspective? <br /> 2. Analysis of operational and budgetary trade-offs. As the City continues to face General Government budget <br /> challenges are there opportunities to provide law enforcement and crime prevention services at a lower <br /> cost while still maintaining industry standards?Alternatively, what are the service trade-offs if operational or <br /> management changes need to be made in response to these budget challenges? How can Everett <br /> maximize effectiveness within these budget constraints? <br /> 3. Analysis of criminal justice alternatives. Are there other less costly alternatives to arrest, prosecute and <br /> incarcerate model that do not jeopardize public safety? <br /> 4. Analysis of current police facilities. Are there operational inefficiencies due to the current physical location <br /> and layout of police facilities,to include precincts, property room, impound yard, police firing range, and <br /> decentralized units(Code Enforcement and Special Investigations Units)? Is the Police Department <br /> providing the best possible access and response to its citizens with its current facilities? <br /> 5. Analysis of Police Department's utilization of technology. Is the department leveraging the most current <br /> proven technology to provide efficient and effective police service to its citizens? <br /> The City anticipates that described work will be divided into three phases.This solicitation will select a consultant <br /> based on the entire scope of all work.The Consultant must respond to and be prepared for all three phases of the <br /> work. Note, however, that the City reserves the right to modify the phases of work as required to fulfill the City's <br /> needs. Implementation and duration of each phase will be negotiated with the selected consultant. <br /> Phase I. <br /> • Preliminary Analysis of Police Department Operations and Management and Identification of <br /> Short-and Long-Term Opportunities <br /> During Phase I, the consultant will conduct a preliminary analysis of the Police Department's management and <br /> operations. The consultant will conduct fact-gathering meetings with city administration, police command staff <br /> members, prosecutor's office, business and neighborhood representatives, labor representatives from EPOA, <br /> EPMA and AFSCME and may solicit input from other internal department staff as well as community members. <br /> The consultant is encouraged to job shadow within the different divisions of the Police Department in order to gain <br /> a full understanding of the nature and volume of work. The selected consultant will inspect all Police/Criminal <br /> Justice facilities to include Police substations, property room, firing range, fleet parking, dispatch center, courts <br /> and jail. This will serve as the basis for future analysis of the Police Department. During Phase I the consultant <br /> will also conduct an opportunity analysis to identify short-term and longer-term opportunities for cost, <br /> management and operational efficiencies at the Everett Police Department for future analysis and review in <br /> Phases II and III. <br /> a) The consultant should conduct an impartial, third-party data-driven analysis on all items, and should rely <br /> on evidence-based practices and law enforcement theory to devise and evaluate all short-term and long- <br /> term efficiency proposals. <br /> b) The Phase I Report will include a preliminary analysis of Police Department management and operations <br /> which will serve as a baseline assessment of the Police Department's organizational and management <br /> DRAFT RFQ 2015-0xx Police Department Assessment-Pale 4 of II <br /> 5 <br />
