PUBLIC HEARING: (9) Adopt the Resolution concerning 2015 Community Development Block Grant Annual Action Plan, other funding sources, project implementation, and adoption of the 2015-2019 Consolidated plan authorizing the Mayor to sign and submit these documents with the application. ACTION ITEMS: (10) Authorize the Mayor to sign the Interlocal Agreement between the City of Everett and the Everett Public Facilities District to establish a loan agreement for the acquisition of a video scoreboard for XFINITY Arena. (11) Authorize the Mayor to sign the Professional Services Agreement with Barney &Worth, Inc. to provide an update to the Downtown Area Parking Inventory and Parking Utilization Study, in the amount of $95,485.00. (12) Authorize the Mayor to sign a Professional Services Agreement with Brown and Caldwell to provide engineering design services for Water Main Replacement"Q-Phase 2" in the amount of $9,960.00. (13) Adopt Resolution waiving competitive bidding requirements and Authorize Purchase of a Granular Media Filtration Pilot Plant from Intuitech, Inc. in the amount of $167,778.36, including Washington State Sales Tax. (14) Adopt Resolution declaring Vehicles and Equipment Surplus and Authorize Sale by Public Auction. (15) Authorize the Purchase of One International Model 7600 Cab & Chassis from State Contract 01513 in the amount of $120,133.42, including Washington State Sales Tax. (16) Authorize the Mayor to sign the application for Fund Year 2015 Bulletproof Vest Partnership Award funding from the United States Department of Justice.
