Eighth Street discharges to existing outfalls on the Snohomish River. Currently, there are no overland overflow <br /> routes for flood events. <br /> Soils <br /> The soils on site are classified as"Urban Land" in the United States Department of Agriculture Natural <br /> Resources Conservation Service Soil Survey. For all intents and purposes, this soil is modeled as till to <br /> represent the low permeability of the soil. <br /> Ground Cover <br /> Riverside Road (N-S), Riverside Road (E-W), and the existing Eighth Street are currently paved with asphaltic <br /> concrete. There is also an existing concrete sidewalk on the east and south side of Riverside Road (N-S) and <br /> Riverside Road (E-W), respectively. East of the existing Eighth Street are some natural brush areas with <br /> relatively dense bushes. <br /> Critical Areas <br /> An adjacent low area appears to be flagged as a wetland on the southeast corner of the Riverside Road (N-S) <br /> and Eighth Street intersection. The Snohomish River and 200-foot Shoreline Jurisdiction line are in the project <br /> vicinity. Residual contaminated soils may be present along Riverside Road (N-S), see Appendix C for the Soil <br /> and Groundwater Management Plan for additional information on site contaminated soils. <br /> Adjacent Areas <br /> Stormwater Quality Pond 2 is north of and adjacent to Riverside Road (E-W). BNSF Railroad property is west <br /> of and adjacent to Riverside Road (N-S). Snohomish County property is south of and adjacent to Eighth <br /> Street. The internal properties of the Riverside Business Park are currently owned by the Port of Everett. <br /> See Appendix A for Site Assessment Figure and Appendix C for special reports and studies of the existing site <br /> describing the above in greater detail. <br /> 3. Site Development Plan with Onsite Stormwater <br /> Management <br /> Below is an assessment of the feasibility of the Onsite Stormwater Management Best Management Practices <br /> (BMPs). <br /> BMP 12.10: Vegetation Protection Areas <br /> The proposed Eighth Street development does not allow for Vegetation Protection Areas, as the limit of work <br /> will be along property lines. Construction disturbance will be limited to the property lines and edges will be <br /> marked with silt fence where possible. The existing vegetation in Stormwater Quality Pond 2 will be preserved <br /> where outside the limit of work. <br /> BMP 12.20: Soil Amendments, Quality and Depth <br /> Where plantings are proposed, soil amendments will be provided. <br /> BMP 12.30: Onsite Infiltration Areas <br /> Spatial limitations and the proximity to the flow control exempt Snohomish River make infiltration infeasible for <br /> the project. <br /> KPFF Consulting Engineers <br /> 2 <br />
