The Planning Commission agreed to initiate <br /> the process and held a public workshop on March 10,2015 and a public hearing on April 21,2015 to <br /> consider the proposed amendment. The Planning Commission has recommended that the City Council <br /> approve the proposed amendment to the Zoning Code. <br /> The property where WSDOT would like to locate the facility is adjacent to the Eastmont Park-and-Ride lot <br /> (see attached vicinity map). If the code amendment is approved, WSDOT would have to apply for a Special <br /> Property Use permit in order to establish the use. This review process requires notification of property <br /> owners within 500 feet of the site,a public hearing before the Hearing Examiner,and evaluation under a list <br /> of criteria for special property uses as stated in Section 41.150.0 of the Zoning Code. The Hearing Examiner <br /> usually imposes a number of development conditions through this process to mitigate potential impacts(e.g., <br /> noise,light and glare,screening,aesthetics, etc.)and promote compatibility with surrounding land uses. <br /> RECOMMENDATION(Exact action requested of Council): <br /> Adopt Ordinance amending the Zoning Code to allow storage and maintenance facilities for public <br /> transportation agencies as a Special Property Use in the B-2 (Community Business)zone,amending <br /> Section 4 of Ordinance No. 1671-89 and Section 36 of Ordinance No. 2397-99, as amended(EMC <br /> Title 19,Zoning). <br />
