The consultant scope of work was twofold. First, it was to measure and assess the <br /> condition of individual steel members of the Howarth Park Pedestrian Bridge. Second the consultant was to <br /> prepare recommendations based upon the assessment and analysis. KPFF's preliminary analysis, as shared <br /> with the City in a verbal discussion on May 13,2015 and included in its preliminary report(Initial Structural <br /> Analysis and Testing Report)dated May 20,2015 indicated that several steel bridge members are <br /> substantially corroded and have lost structural strength. This finding resulted in the City"closing off' <br /> pedestrian access to the bridge effective May 14,2015. <br /> In order to re-open the pedestrian bridge,improvements must be designed, engineered and constructed. <br /> Based on preliminary consultant estimates at the unit cost level and the summer construction season,the <br /> proposed ordinance includes an atypically high contingency of 100%. Concurrently,the final report is being <br /> prepared by KPFF, including its proposed scope of work to design and engineer the bridge repair project. <br /> Once completed, staff will seek City Council approval to award a design contract for this work. <br /> RECOMMENDATION(Exact action requested of Council): <br /> Adopt an Ordinance creating a special improvement project entitled"Howarth Park Pedestrian Bridge <br /> Repair",Fund 354, Program 045,to accumulate all costs for the improvement project. <br /> 9 <br />
