Scope of Work <br /> Phase 2 Soil Sampling and Analysis for Everett 12th <br /> Street Smith Island Estuary Restoration Project <br /> Date: June 5,2015 <br /> To: Heather Griffin PE <br /> City of Everett Public'Works <br /> 3200 Cedar Street <br /> Everett,WA 98201 <br /> From: Torrey Luiting,Project Manager <br /> Subject: Scope of Work for Phase 2 Soil Sampling of Tidal Channel Alignment for the <br /> Everett 12th Street Smith Island Estuary Restoration Project <br /> • <br /> • <br /> Need for Amendment <br /> Historic smelting operations have resulted in the aerial deposition of metals in soils and sediments <br /> over a large area of Everett and outlying communities.A soil sampling program conducted for <br /> Snohomish County's Smith Island Restoration Project has documented the presence of elevated <br /> levels of arsenic in near-surface and shallow soil samples on the property immediately north of the <br /> Everett 12th Street Smith Island Estuary Restoration Project.Several near-surface and deeper soil <br /> samples collected at the County's Smith Island Restoration Project site exceeded Ecology's MCTA <br /> Method A soil cleanup level of 20 milligrams per kilograms(mg/kg).Two samples from this same <br /> site exceeded background concentrations(24 mg/kg)for lead,but the lead concentrations were <br /> below Ecology's Model Toxic Control Act(MCTA)Method A cleanup level of 250 mg/kg. <br /> Since the 12th Street Estuary Restoration Project lies proximal to Snohomish County's Smith Island <br /> Restoration Project,it is likely that arsenic and possibly lead are present in the soil at the 12th Street <br /> Estuary Restoration Project site;therefore,Phase 2 sampling of the soils that would be excavated <br /> during construction of the City's project is necessary to determine if excavated materials can be <br /> hauled off for disposal(and at what cost)or could or should be reused within the site. <br /> ICF Jones&Stokes,Inc.(hereafter ICF)has developed an appropriate soil sampling program to <br /> assess the levels the metal contaminants in the soil so that prudent measures can be taken to <br /> 1 Ada Parkway,Suite 100 twine,CA 92618 �^— 949.333.6600 949.333.6501 fax <br /> 77 <br />
