ICF
INTERNATIONAL
Attachment 1: ICF Jones & Stokes, Inc. Scope of Work
Phase 2 Soil Sampling and Analysis for Everett 12th
Street Smith Island Estuary Restoration Project
Date: June 5,2015
To: Heather Griffin PE
City of Everett Public'Works
3200 Cedar Street
Everett,WA 98201
From: Torrey Luiting,Project Manager
Subject: Scope of Work for Phase 2 Soil Sampling of Tidal Channel Alignment for the
Everett 12th Street Smith Island Estuary Restoration Project
•
•
Need for Amendment
Historic smelting operations have resulted in the aerial deposition of metals in soils and sediments
over a large area of Everett and outlying communities.A soil sampling program conducted for
Snohomish County's Smith Island Restoration Project has documented the presence of elevated
levels of arsenic in near-surface and shallow soil samples on the property immediately north of the
Everett 12th Street Smith Island Estuary Restoration Project.Several near-surface and deeper soil
samples collected at the County's Smith Island Restoration Project site exceeded Ecology's MCTA
Method A soil cleanup level of 20 milligrams per kilograms(mg/kg).Two samples from this same
site exceeded background concentrations(24 mg/kg)for lead, but the lead concentrations were
below Ecology's Model Toxic Control Act(MCTA)Method A cleanup level of 250 mg/kg.
Since the 12th Street Estuary Restoration Project lies proximal to Snohomish County's Smith Island
Restoration Project,it is likely that arsenic and possibly lead are present in the soil at the 12th Street
Estuary Restoration Project site;therefore,Phase 2 sampling of the soils that would be excavated
during construction of the City's project is necessary to determine if excavated materials can be
hauled off for disposal(and at what cost)or could or should be reused within the site.
ICF Jones&Stokes,Inc.(hereafter ICF)has developed an appropriate soil sampling program to
assess the levels the metal contaminants in the soil so that prudent measures can be taken to
1 Ada Parkway,Suite 100 twine,CA 92618 ^— 949.333.6600 949.333.6501 fax
77
