SGF Grant Agreement No. G0800312 between the Washington State Department of Ecology and the City of Everett Project: Marshlands Sub-Area Plan and a Determination of Significance (DS)will be issued. This will be a phased review under WAC 197-11-060(5). Future, more detailed design and environmental analysis will be required to implement the restoration actions identified in the Subarea Plan. Task 1: Project Coordination 1.1: The Recipient will coordinate throughout the Project with Ecology's Project Officer, David Pater by means of telephone conversations and/or meetings at the beginning of each quarter. Coordination includes but is not limited to other applicable state agencies, neighboring jurisdictions, Indian tribes and other appropriate entities which may have useful scientific, technical, or cultural information, including federal agencies, watershed management planning units, salmon recovery lead entities, universities and other institutions, and organizations with special expertise representing these interests. The recipient is encouraged to coordinate more often whenever the Department can provide technical assistance or respond to questions regarding the project or grant. 1.2: Secure qualified consultant services The Recipient shall prepare a detailed scope of work for consultant services consistent with the grant scope of work, publish a Request for Proposals, form a review committee to evaluate respondents, and enter into a contract with the selected consultant. Deliverable: Final Executed Consultant Contract- Due: January 31, 2008 Recipient shall prepare quarterly progress reports and payment requests. Reports shall outline task accomplishments and any project delays. Deliverables: Due: January 20, April 20, July 20 and October 20, of each year: Quarterly progress reports identifying progress by task and payment requests reflecting task accomplishments. Task 2: Public Involvement 2.1: The draft subarea plan will be developed by the City of Everett and a consultant, with direction provided by a stakeholder group and the public. The stakeholder group will include, but not be limited to, representatives of the following groups: • City of Everett Parks, Public Works, and Planning Departments • Washington Environmental Council • Everett Shoreline Coalition • Tulalip Tribes • Private agricultural property owners within the Project area • Snohomish County • Washington Department of Ecology • Washington Department of Fish and Wildlife ° ` Marshland Flood Control District y 6.I Page 3 of 21
