SGF Grant Agreement No. G0800312 <br /> between the Washington State Department of Ecology and the <br /> City of Everett <br /> Project: Marshlands Sub-Area Plan <br /> and a Determination of Significance (DS)will be issued. This will be a phased review <br /> under WAC 197-11-060(5). Future, more detailed design and environmental analysis will <br /> be required to implement the restoration actions identified in the Subarea Plan. <br /> Task 1: Project Coordination <br /> 1.1: The Recipient will coordinate throughout the Project with Ecology's Project Officer, David <br /> Pater by means of telephone conversations and/or meetings at the beginning of each <br /> quarter. Coordination includes but is not limited to other applicable state agencies, <br /> neighboring jurisdictions, Indian tribes and other appropriate entities which may have <br /> useful scientific, technical, or cultural information, including federal agencies, watershed <br /> management planning units, salmon recovery lead entities, universities and other <br /> institutions, and organizations with special expertise representing these interests. The <br /> recipient is encouraged to coordinate more often whenever the Department can provide <br /> technical assistance or respond to questions regarding the project or grant. <br /> 1.2: Secure qualified consultant services <br /> The Recipient shall prepare a detailed scope of work for consultant services consistent <br /> with the grant scope of work, publish a Request for Proposals, form a review committee to <br /> evaluate respondents, and enter into a contract with the selected consultant. <br /> Deliverable: Final Executed Consultant Contract- Due: January 31, 2008 <br /> Recipient shall prepare quarterly progress reports and payment requests. Reports shall <br /> outline task accomplishments and any project delays. <br /> Deliverables: Due: January 20, April 20, July 20 and October 20, of each year: <br /> Quarterly progress reports identifying progress by task and payment requests reflecting <br /> task accomplishments. <br /> Task 2: Public Involvement <br /> 2.1: The draft subarea plan will be developed by the City of Everett and a consultant, with <br /> direction provided by a stakeholder group and the public. <br /> The stakeholder group will include, but not be limited to, representatives of the following <br /> groups: <br /> • City of Everett Parks, Public Works, and Planning Departments <br /> • Washington Environmental Council <br /> • Everett Shoreline Coalition <br /> • Tulalip Tribes <br /> • Private agricultural property owners within the Project area <br /> • Snohomish County <br /> • Washington Department of Ecology <br /> • Washington Department of Fish and Wildlife <br /> ° ` Marshland Flood Control District <br /> y 6.I <br /> Page 3 of 21 <br />
