SGF Grant Agreement No. G0800312 <br /> between the Washington State Department of Ecology and the <br /> City of Everett <br /> Project: Marshlands Sub-Area Plan <br /> 2.2: Approximately 5 meetings of the stakeholder group will be held to direct preparation of the <br /> plan. The meetings will be open to the public to attend. Additional subcommittee <br /> meetings may be held. <br /> 2.3: Group and/or individual meetings will be held with property owners to explain the project, <br /> and to discuss their goals for use of their properties and interests /thoughts in <br /> participation in restoration actions. <br /> 2.4: Meetings will also be held with other interested groups, such as recreational users, farm <br /> groups, and the Lowell and Valley View Neighborhoods. <br /> 2.5: The Subarea Plan will require recommendation by the Parks Commission and Planning <br /> Commission and approval by City Council. A public meeting will be held during the SEPA <br /> scoping process to obtain comments on the document. This meeting may be held by <br /> Planning Commission. Workshops and public hearings will be held by Planning <br /> Commission and City Council. (The amendments to the Shoreline Master Program must <br /> also be approved by the Department of Ecology. The Ecology review process is not <br /> included in this scope of work.) <br /> Deliverables: Meeting /workshop/ public hearing minutes Due 15 days following each activity: <br /> • 5 stakeholder meetings <br /> • At least 3 public workshops/hearings <br /> • At least 7 meetings with property owners, neighborhood groups, and interest groups <br /> Task 3: Data Compilation I Development of Draft Goals, Objectives, Suitability Criteria <br /> The Recipient will review and compile all relevant background documents, GIS data, and <br /> other applicable information will be reviewed and compiled. Criteria will be developed to <br /> create a GIS based suitability analysis for areas of habitat restoration and protection, <br /> recreation, agriculture, and transportation and utility infrastructure. Draft Subarea Plan <br /> goals and objectives will be prepared. Public meetings will be held for review and <br /> comment on the suitability criteria, draft Subarea plan goals and objectives, and issues to <br /> be addressed in the integrated plan/SEPA document (SEPA scoping). <br /> 3.1: Review and compile all relevant documents: <br /> • Review approximately 7 publications related to salmon recovery, drainage and <br /> floodplains that address the project area <br /> • Review City of Everett and Snohomish County zoning, comprehensive plan, and <br /> shoreline master programs, including the Snohomish Estuary Wetland Integration Plan <br /> (SEWIP) and Salmon Overlay that are incorporated by reference in the City's SMP. <br /> • Review NOAA Fisheries juvenile salmonid studies in the lower Snohomish River and <br /> estuary. <br /> • Review existing spatial data provided by the City of Everett and Snohomish County; <br /> and develop a Project Geographic Information System (GIS) database for use in <br /> subsequent tasks. <br /> Page4of21 <br />
