SGF Grant Agreement No. G0800312 <br /> between the Washington State Department of Ecology and the <br /> City of Everett <br /> Project: Marshlands Sub-Area Plan <br /> • Policies and use regulations, including regulations for protecting critical areas in the <br /> Marshland including, but not limited to, buffers for wetlands and riparian areas, in the <br /> Shoreline Master Program and other development regulations. <br /> • Mechanisms to review the effectiveness of the Subarea Plan and make changes if <br /> review reveals the Subarea Plan is not effectively promoting the identified restoration <br /> opportunities or meeting its other goals, policies, and objectives. <br /> 6.2: For each alternative, provide a figure in plan view showing extent and type of proposed fish <br /> and wildlife habitat restoration, proposed shoreline designations, other land uses <br /> (recreation, agriculture, and infrastructure) and property lines, Project area, and City <br /> boundaries. <br /> 6.3: Describe how each alternative addresses fish and wildlife restoration goals and <br /> opportunities, and improves ecological functions. <br /> 6.4: Include an updated matrix of the various alternatives including their costs, benefits, and <br /> environmental consequences. The matrix will explicitly describe the qualities and acreages <br /> planned for fish and wildlife restoration, agriculture, recreation, and infrastructure. <br /> 6.5: Prepare integrated SEPA analysis. <br /> 6.6: Based on the preferred alternative, redraft Shoreline Master Program Sections: <br /> • 4.15 Urban Conservancy Agriculture Interim and any other designation sections <br /> needed to reflect the preferred alternative; <br /> • Section 3.11.J of the Shoreline Master Program (Restoration Element discussion of <br /> Marshlands). <br /> • Any new policies or regulations needed in Section 3.9 Conservation Element. <br /> • Any other revisions needed to implement the preferred alternative. <br /> 6.7: Presentations: <br /> • Present draft plan to Project Stakeholder Group at one meeting. <br /> • Present revised draft plan to the public and Parks/Planning Commissions at one <br /> meeting. <br /> 6.8: Revise draft plan to reflect Parks/Planning Commissions recommendations. <br /> Deliverables: Due: December 30, 2008 <br /> • Meeting minutes (two meetings) <br /> • Refined alternatives analysis, including cost/benefit analysis matrix <br /> • Draft Subarea Plan and integrated SEPA environmental analysis report with figures, in <br /> PDF, MS Word document <br /> • Presentation maps of draft Subarea Plan graphics and draft proposed Shoreline <br /> Master Program designation(s) <br /> • Revised SMP sections for preferred alternative <br /> 1. <br /> Page 8of21 <br />
