• r .. • ORDINANCE NO. 4',O'/1 AN ORDINANCE regulating the construction, erection, maintenance and operation of advertising and display signs, providing for permits and providing for penalties for violation thereof, and repealing Sections 10 and 11 of Ordinance No. 1586, City Code, Chapter 13 .16.100 and 13.16.110. NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: Title, Scope and Enforcement • A. Title - This ordinance shall be known as the "City of Everett Sign Code", may be cited as such, and will be refer- '' red to herein as ''this Code. " B. Scope - The purpose of this Code is to provide standars to safeguard life, health, property and public welfare by regulating and controlling the quality of materials, con- struction, location, electrification, and maintenance of all signs and sign structures not located within a building. 1. Restriction. No sign shall be erected in such a manner as to confuse or obstruct the view or interpretation of any official traffic sign, signal or device. ` 2 . Intention. The regulations of this Code are not intended to permit any violation of the provisions of any other lawful Ordinance. C. Enforcement - The enforcing of this Code shall be implemented as follows : 1 . Authority. The Building Department is hereby •` authorized and directed to enforce all the pro-- , visions of this Code. 2 . Right of Entry. Upon presentation of proper credentials the Building Official or his duly authorized representatives may enter at reasonable times any building, structure, or premises in the city to perform any duty imposed j upon him by this Code. 3. Appeal from Decision of Building Inspection ti Department. Any person aggrieved by a final determination of the Building Inspection Department shall have the right of further appeal to the City Council upon written notice of appeal to the City Clerk served within fifteen (15) days of notice of 4 determination of the Building Inspection Department . 1 The decision of the City Council shall be final. Section 2: Violation and Penalties. It shall be unlawful for any person, firm or corporation to erect, construct, Ienlarge, alter, move or convert any sign or any advertising structure as defined in this ordinance, without first obtaining a permit from the Building Inspector of the City of Everett and make payment of the fee required herein, or cause or permit the same to be done contrary or in violation of this ordinance. It shall be unlawful for any person, firm or corpora- tion to erect a sign without complying with Ordinance No. 3547, City Code 3.16. . .
