M. Nonstructural Trim - The molding, battens, caps, <br /> ,nailing strips, latticing, cutouts or letters and walkways which <br /> are attached to the sign structure. <br /> N. Sign Structure - The supports, uprights, braces, and k <br /> framework of the sign. <br /> 0. Curb Line - The line at the face of the curb nearest <br /> to the street or roadway. In the absence of a curb, the curb <br /> line shall be established by the City Engineer. <br /> P. Marquee - A permanent roofed structure attached to <br /> and supportedmay e building and projecting over public property. <br /> Q. Projection - The distance by which a sign extends over' <br /> : public property or beyond the building line. <br /> R. Uniform Building Code - The latest Edition of the <br /> ; Uniform Building Code published by the International Conference <br /> of Building Officials and adopted by the City of Everett . <br /> Section 4: Permits, Fees and Inspection <br /> A. Permits Required No permit shall be issued to any <br /> person, firm or corporation who does not hold a current license <br /> to erect signs as required by Everett City Code 3.16. <br /> Where work, for which a permit is required by this <br /> Ordinance, is started or proceeded with, prior to obtaining said <br /> permit, the fees above specified shall be doubled, but payment of <br /> such double fee shall not relieve any person from fully complying <br /> `? with the requirements of this Ordinance in the execution of the <br /> work nor from any other penalties prescribed herein. <br /> B. Application - Application for a sign permit shall be <br /> made in writing upon forms furnished by the Building Official. <br /> Such application shall contain the location by street and number <br /> of the proposed sign structure, as well as the name and address <br /> ; of the owner and the sign contractor or erector. The Building <br /> ' Official shall require the filing of plans showing the precise <br /> location of the entire sign and sign structure on the lot or <br /> : building. <br /> C . Exemptions - The following signs shall not require <br /> a sign permit. These exceptions shall not be construed as <br /> g relieving the owner of the sign from the responsibility of its <br /> 13 erection and maintenance, and its compliance with the provisions <br /> of this Code or any other law or ordinance regulating the same. <br /> 1. Servicing. Painting, repainting, or cleaning <br /> of an advertising structure or the changing of the advertising <br /> copy or message thereon shall not be considered an erection or <br /> 1 alteration which requires a sign permit unless a major structural <br /> and/or wiring change is made. <br /> 2. Real Estate Signs. A permit will not be <br /> required for ground or wall sign which advertises either the sale <br /> or rental of the premises upon which it is maintained and does <br /> not exceed twelve (12) square feet of display surface on each <br /> side for a total of twenty-four (24) square feet. <br /> -3- <br />
