M. Nonstructural Trim - The molding, battens, caps, ,nailing strips, latticing, cutouts or letters and walkways which are attached to the sign structure. N. Sign Structure - The supports, uprights, braces, and k framework of the sign. 0. Curb Line - The line at the face of the curb nearest to the street or roadway. In the absence of a curb, the curb line shall be established by the City Engineer. P. Marquee - A permanent roofed structure attached to and supportedmay e building and projecting over public property. Q. Projection - The distance by which a sign extends over' : public property or beyond the building line. R. Uniform Building Code - The latest Edition of the ; Uniform Building Code published by the International Conference of Building Officials and adopted by the City of Everett . Section 4: Permits, Fees and Inspection A. Permits Required No permit shall be issued to any person, firm or corporation who does not hold a current license to erect signs as required by Everett City Code 3.16. Where work, for which a permit is required by this Ordinance, is started or proceeded with, prior to obtaining said permit, the fees above specified shall be doubled, but payment of such double fee shall not relieve any person from fully complying `? with the requirements of this Ordinance in the execution of the work nor from any other penalties prescribed herein. B. Application - Application for a sign permit shall be made in writing upon forms furnished by the Building Official. Such application shall contain the location by street and number of the proposed sign structure, as well as the name and address ; of the owner and the sign contractor or erector. The Building ' Official shall require the filing of plans showing the precise location of the entire sign and sign structure on the lot or : building. C . Exemptions - The following signs shall not require a sign permit. These exceptions shall not be construed as g relieving the owner of the sign from the responsibility of its 13 erection and maintenance, and its compliance with the provisions of this Code or any other law or ordinance regulating the same. 1. Servicing. Painting, repainting, or cleaning of an advertising structure or the changing of the advertising copy or message thereon shall not be considered an erection or 1 alteration which requires a sign permit unless a major structural and/or wiring change is made. 2. Real Estate Signs. A permit will not be required for ground or wall sign which advertises either the sale or rental of the premises upon which it is maintained and does not exceed twelve (12) square feet of display surface on each side for a total of twenty-four (24) square feet. -3-
