ORDINANCE NO. <br />EVERETT <br />WASHINGTpN <br />AN EMERGENCY ORDINANCE AMENDING THE 45 Day Notice and Public Meeting <br />for a homeless encampment EMC 19.41.090 (J)(4) (a)(1) and amending the Posting of <br />Notice (2)(a)(i)(ii) <br />WHEREAS, on February 29, 2020, Governor Inslee issued Proclamation 20-05, proclaiming a <br />State of Emergency for all counties throughout the state of Washington as a result of the <br />coronavirus disease 2019 (COVID49) outbreak in the United States and confirmed person -to - <br />person spread of COVID49 in Washington State; and <br />WHEREAS, the worldwide COVID-19 pandemic and its progression in Washington State <br />continues to threaten the life and health of our people as well as the economy of Washington State, <br />and remains a public disaster affecting life, health, property or the public peace; and <br />WHEREAS, Governor Inslee issued a "Stay Home, Stay Healthy" order stating, "To implement <br />this mandate, I hereby order that all people in Washington State are immediately prohibited from <br />leaving their home or place of residence except to conduct or participate in (1) essential activities, <br />and/or (2) employment in providing essential business services: <br />This prohibition shall not apply to individuals experiencing homelessness, but they are urged to <br />obtain shelter, and governmental and other entities are strongly encouraged to make such shelter <br />available as soon as possible and to the maximum extent practicable <br />WHEREAS, Governor Inslee's Eviction Moratorium states: it is critical to protect tenants and <br />residents of traditional dwellings from homelessness, as well as those who have lawfully occupied <br />or resided in less traditional dwelling situations for 14 days or more, whether or not documented <br />in a lease, including but not limited to roommates who share a home; long-term care facilities; <br />transient housing in hotels and motels; "Airbnbs"; motor homes; RVs; and camping areas; and <br />WHEREAS, Governor Inslee's Eviction Moratorium states: a temporary moratorium on evictions <br />and related actions throughout Washington State at this time will help reduce economic hardship <br />and related life, health, and safety risks to those members of our workforce impacted by layoffs <br />and substantially reduced work hours or who are otherwise unable to pay rent as a result of the <br />COVI-19 pandemic; and <br />WHEREAS, Governor Inslee's Eviction Moratorium states: a temporary moratorium on evictions <br />and related actions will reduce housing instability, enable residents to stay in their homes unless <br />conducting essential activities or employment in essential business services, and promote public <br />health and safety by reducing the progression of COVED-19 in Washington State; and <br />WHEREAS, Governor Jay Inslee's Eviction Moratorium will end August 1, 2020 and thousands <br />more individuals and families will be at risk of homelessness, and <br />11 <br />
