WHEREAS, The CDC States that people with lived experiences of homelessness can help with <br />planning and response. These individuals can serve as peer navigators to strengthen outreach and <br />engagement efforts. Develop an advisory board with representation from people with current or <br />former experiences of homelessness to ensure community plans are effective. <br />WHEREAS, Homeless services are often provided in congregate settings, which could facilitate <br />the spread of infection. Because many people who are homeless are older adults or have underlying <br />medical conditions, they may also be at higher risk for severe disease. <br />WHEREAS, Health departments and healthcare facilities should be aware that people who are <br />homeless are a particularly vulnerable group. If possible, identifying non -congregate settings <br />where those at highest risk can stay may help protect them from COVID.19. <br />WHEREAS, the CDC recommends, if individual housing options are not available, allow people <br />who are living in encampments to remain where they are and encourage people living in <br />encampments to increase space between people and provide hygiene resources. <br />WHEREAS, Shelters are only available overnight with no day use capacity <br />WHEREAS, People need a space to shelter in place <br />WHEREAS, Hotel vouchers are only available to people with hard copy identification <br />WHEREAS, The D.O.L. is open by appointment due to COVID and furloughs <br />WHEREAS, Shelters do not allow for couples, children, pets, to stay together. <br />NOW, THEREFORE, THE CITY OF EVERETT ORDAINS THE FOLLOWING: <br />Section 1.
