WHEREAS, The CDC States that people with lived experiences of homelessness can help with planning and response. These individuals can serve as peer navigators to strengthen outreach and engagement efforts. Develop an advisory board with representation from people with current or former experiences of homelessness to ensure community plans are effective. WHEREAS, Homeless services are often provided in congregate settings, which could facilitate the spread of infection. Because many people who are homeless are older adults or have underlying medical conditions, they may also be at higher risk for severe disease. WHEREAS, Health departments and healthcare facilities should be aware that people who are homeless are a particularly vulnerable group. If possible, identifying non -congregate settings where those at highest risk can stay may help protect them from COVID.19. WHEREAS, the CDC recommends, if individual housing options are not available, allow people who are living in encampments to remain where they are and encourage people living in encampments to increase space between people and provide hygiene resources. WHEREAS, Shelters are only available overnight with no day use capacity WHEREAS, People need a space to shelter in place WHEREAS, Hotel vouchers are only available to people with hard copy identification WHEREAS, The D.O.L. is open by appointment due to COVID and furloughs WHEREAS, Shelters do not allow for couples, children, pets, to stay together. NOW, THEREFORE, THE CITY OF EVERETT ORDAINS THE FOLLOWING: Section 1.
