I1 Each Proposal shall be submitted in a sealed envelope, with the Project Name and <br /> 2 Project Number as stated in the Call for Bids clearly marked on the outside of the <br /> I 3 envelope, or as otherwise required in the Bid Documents, to ensure proper handling and <br /> 4 delivery. <br /> 5 <br /> I 6 To be considered responsive on a FHWA-funded project, the Bidder may be required to <br /> 7 submit the following items, as required by Section 1-02.6: <br /> 8 <br /> I <br /> 9 • UDBE Written Confirmation Document from each UDBE firm listed on the <br /> 10 Bidder's completed UDBE Utilization Certification (WSDOT 272-056U) <br /> 11 • Good Faith Effort (GFE) Documentation <br /> 12 • UDBE Bid Item Breakdown (WSDOT 272-054) <br /> I13 • UDBE Trucking Credit Form (WSDOT 272-058) <br /> 14 <br /> 15 These documents, if applicable, shall be received either with the Bid Proposal or as a <br /> 16 supplement to the Bid. These documents shall be received no later than 48 hours (not <br /> 17 including Saturdays, Sundays and Holidays) after the time for delivery of the Bid <br /> 18 Proposal. <br /> I19 <br /> 20 If submitted after the Bid Proposal is due, the document(s) must be submitted in a sealed <br /> 21 envelope labeled the same as for the Proposal, with "Supplemental Information" added. <br /> I 22 All other information required to be submitted with the Bid Proposal must be submitted <br /> 23 with the Bid Proposal itself, at the time stated in the Call for Bids. <br /> 24 <br /> 25 Proposals that are received as required will be publicly opened and read as specified in <br /> I 26 Section 1-02.12. The Contracting Agency will not open or consider any Bid Proposal that <br /> 27 is received after the time specified in the Call for Bids for receipt of Bid Proposals, or <br /> 28 received in a location other than that specified in the Call for Bids. The Contracting <br /> I29 Agency will not open or consider any "Supplemental Information" (UDBE confirmations, <br /> 30 or GFE documentation) that is received after the time specified above, or received in a <br /> 31 location other than that specified in the Call for Bids. <br /> I 32 <br /> 33 If an emergency or unanticipated event interrupts normal work processes of the <br /> 34 Contracting Agency so that Proposals cannot be received at the office designated for <br /> I 35 receipt of bids as specified in Section 1-02.12 the time specified for receipt of the <br /> 36 Proposal will be deemed to be extended to the same time of day specified in the <br /> 37 solicitation on the first work day on which the normal work processes of the Contracting <br /> I 38 Agency resume. <br /> 39 <br /> 40 1-02.10.RTF <br /> I 41 1-02.10 Withdrawing, Revising, or Supplementing Proposal <br /> 42 (July 23, 2015 APWA GSP) <br /> 43 <br /> 44 Delete this section, and replace it with the following: <br /> I 45 <br /> 46 After submitting a physical Bid Proposal to the Contracting Agency, the Bidder may <br /> 47 withdraw, revise, or supplement it if: <br /> I 48 <br /> 49 1. The Bidder submits a written request signed by an authorized person and <br /> 50 physically delivers it to the place designated for receipt of Bid Proposals, and <br /> I 51 2.
