50TH STREET - on both sides of the street, from <br /> the alley west of Colby Avenue to <br /> Colby Avenue <br /> 52ND STREET - on the north side of the street, from <br /> the alley west of Colby Avenue to <br /> Colby Avenue <br /> by the construction of an Asphaltic concrete pavement (48 feet <br /> in width, including gutters) on Colby Avenue only, by the con- <br /> struction of 4" Portland cement concrete sidewalks, by the con- <br /> struction of Portland cement concrete curbs and gutters, by <br /> the installation of necessary drainage facilities, by the con- <br /> struction or reconstruction, where necessary, of all sewers, <br /> side sewers, water mains, and hydrants with necessary appurten- <br /> ances, by such grading or regrading as may be necessary and <br /> doing such other work as may be necessary in connection there- <br /> with to make a complete improvement, all in accordance with plans <br /> and specifications to be prepared by the City Engineer, which <br /> plans and specifications are hereby adopted and approved. <br /> Section 2 : That the cost and expenses of the improve- <br /> ment, including all necessary incidental expenses, shall be <br /> borne by and assessed against the property included in the <br /> assessment district herein created as follows : <br /> The local improvement district will pay the entire cost <br /> of the sidewalks and the Clerk and Treasurer charges and twenty- <br /> ' five percent (25%) of the remaining cost of the improvement. <br /> The City of Everett will pay seventy-five percent (75%) of the <br /> final cost of the improvement less the cost of the sidewalk and <br /> the Clerk and Treasurer charge. <br /> The costs and expenses of the improvement to be <br /> assessed against the property included in the assessment district <br /> ' herein created shall be assessed in accordance with the special <br /> benefits derived from the improvement without regard to the zone <br /> and termini method of spreading assessments . The City shall <br /> not be liable in any manner for any of the remaining expenses and <br /> costs of the improvement except as provided by Chapter 144, <br /> Session Laws of 1923 or acts amendatory thereto and the ordinances <br /> of the City of Everett. <br /> Section 3 : That there is hereby established a Local <br /> Improvement District to be known as "Local Improvement District <br /> No. \ ' , " which district shall include the following <br /> describ property located in Everett, Snohomish County, Wash- <br /> ington: <br /> Be . at the NWly corner of Lot 32, Block 16, Plat of <br /> South Park Addition; thence Ely along the Sly line <br /> of 41st Street as it now exists to an intersection <br /> with the centerline of the alley in Block 17, Plat of <br /> South Park Addition; thence Sly along the centerline <br /> of the alley in said Block 17, and Blocks 20 and 27, <br /> Replat of Blocks 19 to 28 inclusive, South Park <br /> Addition and its production Sly to an intersection <br /> with the Ely line of Commercial Avenue; thence SWly <br /> in a straight line to a point which is the intersection <br /> of the West line of Commercial Avenue and a line 90 <br />
