50TH STREET - on both sides of the street, from the alley west of Colby Avenue to Colby Avenue 52ND STREET - on the north side of the street, from the alley west of Colby Avenue to Colby Avenue by the construction of an Asphaltic concrete pavement (48 feet in width, including gutters) on Colby Avenue only, by the con- struction of 4" Portland cement concrete sidewalks, by the con- struction of Portland cement concrete curbs and gutters, by the installation of necessary drainage facilities, by the con- struction or reconstruction, where necessary, of all sewers, side sewers, water mains, and hydrants with necessary appurten- ances, by such grading or regrading as may be necessary and doing such other work as may be necessary in connection there- with to make a complete improvement, all in accordance with plans and specifications to be prepared by the City Engineer, which plans and specifications are hereby adopted and approved. Section 2 : That the cost and expenses of the improve- ment, including all necessary incidental expenses, shall be borne by and assessed against the property included in the assessment district herein created as follows : The local improvement district will pay the entire cost of the sidewalks and the Clerk and Treasurer charges and twenty- ' five percent (25%) of the remaining cost of the improvement. The City of Everett will pay seventy-five percent (75%) of the final cost of the improvement less the cost of the sidewalk and the Clerk and Treasurer charge. The costs and expenses of the improvement to be assessed against the property included in the assessment district ' herein created shall be assessed in accordance with the special benefits derived from the improvement without regard to the zone and termini method of spreading assessments . The City shall not be liable in any manner for any of the remaining expenses and costs of the improvement except as provided by Chapter 144, Session Laws of 1923 or acts amendatory thereto and the ordinances of the City of Everett. Section 3 : That there is hereby established a Local Improvement District to be known as "Local Improvement District No. \ ' , " which district shall include the following describ property located in Everett, Snohomish County, Wash- ington: Be . at the NWly corner of Lot 32, Block 16, Plat of South Park Addition; thence Ely along the Sly line of 41st Street as it now exists to an intersection with the centerline of the alley in Block 17, Plat of South Park Addition; thence Sly along the centerline of the alley in said Block 17, and Blocks 20 and 27, Replat of Blocks 19 to 28 inclusive, South Park Addition and its production Sly to an intersection with the Ely line of Commercial Avenue; thence SWly in a straight line to a point which is the intersection of the West line of Commercial Avenue and a line 90
