• ORDINANCE NO. gf 6 /' ' AN ORDINANCE amending Chapter 16, Section 24.010, Everett City Code, dealing with platting and establishing minimum Iimprovements, dealing with grading and surfacing of roadways . NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: ' Section 1: That Chapter 16, Section 24.010, Everett City Code, is hereby amended to read as follows : "16.24.010 Minimum improvements listed. Minimum improvements shall include the following: i A. Clearing: All rights-of-way shall have all stand- ing timber and brush removed from the rights-of-way and all stumpsi, 1 down timber and snags cleared and removed within the confines of sG said rights-of-way. B. Grubbing: All rights-of-way shall be grubbed by the removal of all large rocks, roots, snags, logs, brush, etc . , • upon the surface of the ground and refilling of all excavations and holes left by said removal within the confines of said rights- of-way. C . Grading and Surfacing: All rights-of-way shall be graded according to the profile established within their confines, and crowned to City of Everett Standards (presently .017 feet ` for each foot of curb-to-curb width) . The right-of-way shatl be graded to a shoulder-to-shoulder width as specified under "Minimum curb-to-curb pavement widths (feet) " of this Section and provided with ditches, all in accordance with City of Everett Standards . Six inches of gravel base, Class "A", complying with the pro- visions of Section 22, Standard Specifications State of Washington Department of Highways Addition of 1963, shall be placed on the shoulder-to-shoulder width and covered with one and one-half inches of crushed surfacing top course complying with Section 24, Standard Specifications State of Washington Department of Highways ' Addition of 1963 . After these two courses of material have been thoroughly compacted, a minimum width of 24 feet of Asphalt concrete pave- ment, Class "B", conforming to the provisions of Section 32, Standard Specifications State of Washington Department of Highways Addition of 1963, shall be placed on the prepared surface in accordance with the above specifications . D. Drains : Metal, clay or concrete nine drains across roads where required by the city engineer and roadside ditches sufficient to carry normal runoff, irrigation waste, water of flood waters characteristic to the area included in the proposed plat . E. Culverts or trestles : All culverts or trestles over waterways, draws or gulches, when over four feet in height, shall conform to the city engineer 's specifications for pipe structures of the nature required and shall be provided with guard rails . Where streets or roads of the subdivision connect to or inter- sect existing roadways, there shall be installed drains of metal, clay or concrete pipes of not less than twelve inches diameter .
