EXHIBIT A-1
Aspect
CONSULTING
June 30, 2020
Arnie Roshak, P.E.,Associate Engineer
City of Everett,Public Works—Utilities Engineering
3200 Cedar Street
Everett,Washington 98201
Re: Proposal for Geotechnical Engineering Services
Grand Avenue Utilities Replacement, UP No. 3711
Grand Avenue between 19th Street and Hewett Avenue
City of Everett, Washington
Project No. 170095-02
Dear Ms. Roshak:
As requested, Aspect Consulting,LLC (Aspect)has prepared this proposal for the City of Everett's
(City) Grand Avenue Utilities Replacement, UP No. 3711 (Project). The following proposal
includes our project understanding, scope of work, cost estimate, and schedule for completing the
tasks and services.
Project Understanding
We understand the City plans to install new water, sanitary sewer, and storm pipe on Grand Avenue
from 19th Street to Hewitt Avenue. The Project will replace aging cast iron water mains, and
address condition and capacity issues in the combined sewer system. The project will include
stormwater separation, with installation of a new storm main. The new combined sewer main will
replace the aging dual sewer mains along Grand Avenue. In the future, the storm and sewer pipes
will convey flow to the proposed Port Gardner Storage facility. Aspect previously completed a
geotechnical evaluation 1 for the water main replacement, previously referred to as Water Main S
Replacement.
Based on the plans and profiles provided by the City, the additional storm and sanitary sewer
utilities will extend as deep as 20 feet below existing ground surface(bgs), significantly deeper than
our previous explorations. Therefore, the City would like additional explorations to evaluate
subsurface soil and groundwater conditions as a basis for geotechnical engineering
recommendations in the design and construction of the storm and sanitary sewer main replacement.
Proposed Scope of Work
The purpose of our geotechnical services is to evaluate subsurface soil and groundwater conditions
as a basis for providing geotechnical engineering recommendations. Our work is broken into the
tasks outlined below.
'Aspect Consulting,LLC,2017,Geotechnical Letter Report—Draft,Water Main Replacement"S",Grand Avenue between 19th Street and
Hewitt Avenue,Everett,Washington,Aspect Project No. 170095,dated May 11,2017
—— Aspect Consulting,LLC 710 2nd Avenue Suite 550 Seattle,WA 98104 206.328 7443 wvvw.aspectconsulting.com
