Grand Avenue Utilities Replacement,UP No. 3711 <br /> June 30,2020 Project No. 170095 <br /> Task 1-Site and Project Review <br /> We will review our files for relevant and available geologic maps of the Site area, existing <br /> construction data, and our 2017 draft report. <br /> Task 2-Exploration Planning and Permitting <br /> We will visit the Site, meet with City staff and the utilities' representatives to discuss the proposed <br /> exploration locations, and adjust conflicts based on utility mark-outs. We will then submit an <br /> Exploration Program Plan providing details pertaining to: <br /> • Field work and deliverables schedules <br /> • Aerial image showing the boring locations and sections of street parking areas that will <br /> need to be restricted during explorations <br /> • Completed City of Everett PW Site Work/Right-of-Way Permit Applications <br /> • Drilling equipment and method(with equipment photos) <br /> • Site restoration and borehole completion details <br /> • Utility notification tickets <br /> • Traffic control plans in accordance with City of Everett Design& Construction Standards <br /> Section 700: Traffic Control, for two-lane roadway <br /> • Safety plan and emergency response <br /> • Contact information for Aspect's key personnel and subcontractors <br /> We anticipate portions of street parking will need to be restricted during drilling to reduce impacts <br /> to traffic and specifically between Everett Avenue and Hewitt Avenue. The City will be notified in <br /> advance with the time and dates and no explorations will be performed less than 48 hours prior to <br /> the no parking signage being posted. Aspect will rent traffic delineators and print and laminate the <br /> permits and attach these to the delineators. The delineators and permits will be posted at each <br /> boring location 72 hours in advance per the permit requirements. <br /> Task 3-Exploration Program and Soil Testing <br /> A local geotechnical driller will be subcontracted to advance four borings during one exploration <br /> day. Each boring will be drilled and sampled to a depth of 25 feet bgs, providing subsurface data to <br /> supplement the previous 10 borings. We understand that in some areas of Grand Avenue the <br /> sections may consist of asphalt concrete(AC) atop concrete pavement. Prior to drilling the <br /> borehole,the pavement will be cored and retained for later inspection. A truck-mounted drill rig <br /> will then be used to advance hollow stem auger, and standard penetration test(SPT) soil samples <br /> will be taken at 2'/2-foot intervals to a depth of 10 feet bgs and then at 5-foot intervals to up to 25 <br /> feet bgs. <br /> The borings will be backfilled with quick-curing ready-mix concrete and capped with black dye to <br /> approximately the existing asphalt pavement surface.Drill cuttings will be drummed and removed <br /> from the Site for proper disposal. <br /> The pavement section layer(AC, RCP if present, and aggregate base)thicknesses will be measured <br /> to the nearest '/2-inch,explorations will be logged, groundwater conditions noted, and representative <br /> soil samples collected by a member of Aspect's geotechnical staff <br /> Page 2 <br />
