o • in 3rd Avenue, the cost of one (1) fire hydrant and necessary appurtenances, and the entire fi. ed estimate cost involved in this portion of the assessment district ,, The balance of the costs of the improvement shall be paid by the City of Everett . The costs and expenses of the improvement to be assesses against the property included in the assessment district herein created shall be assessed in accordance with the special benefits derived from the improvement without regard to the zone and termini method of spreading assessments . The City shall not be liable in any manner for any of the remaining expenses and costs of the improvement except as provided by Chapter 144, Session Laws of 1923 or acts amendatory thereto and the ordinances of the City of Everett ., except as above provided. Section 3: That there is hereby established a Local 3' Improvement District to be known as "Local Improvement District i! No. , " which district shall include the following des- 0 cribed property located in Everett, Snohomish County, Washington: Beginning at the most westerly corner of Lot 10, Replat of Lot 15, Beverly Garden Tracts, Div. No . 1 and the point of beginning• 5 Section 4: That a special fund is hereby created to be known as "Local Improvement Fund No . 672 , " which shall consist in the aggregate of the several amounts levied, assessed and collected on the several lots, tracts and parcels of land in said Local Improvement District and the proceeds of the sale of bonds in said district for the purpose of defraying the costs and expenses of such improvement and the contribution by the City of Everett . Out of said funds shall be paid the bonds, the interest thereon and the entire costs of such imorovemen_t .
