WHEREAS, Following the June 5, 2007 public hearing, and taking into consideration public <br /> and staff input, the Planning Commission did resolve to recommend to City Council that the <br /> Comprehensive Plan amendment be approved, subject to a development agreement that would be <br /> established at the time of annexation, when zoning is set; and <br /> WHEREAS, THE EVERETT CITY COUNCIL FINDS: <br /> 1. To achieve the proposed density requested by the applicant a Comprehensive Plan <br /> amendment is needed for the subject property from 1.1 (Single Family Detached) to 1.4 <br /> (Single Family Attached), and to ensure site and building design is of a standard acceptable <br /> to the City a development agreement is needed; and <br /> 2. The development agreement can be established at the time of annexation, when zoning is <br /> established, therefore it need not be established at this time and as part of this Ordinance; and <br /> 3. The public health, safety and welfare would be provided for by the proposal only if the <br /> amendment and rezone were implemented by a Development Agreement; and <br /> 4. The proposed amendment to the land use map and rezone promotes the best long term <br /> interest of the Everett Community only if the proposal is supported through use of a <br /> development agreement, to be established at the time of annexation when zoning is <br /> established; and <br /> WHEREAS CITY COUNCIL CONCLUDES: <br /> 1. The public health, safety and welfare would be provided for by approving a Comprehensive <br /> Plan amendment for the subject property from 1.1 (Single Family Detached) to 1.4 (Single <br /> Family Attached); and <br /> 2. The proposed rezone promotes the best long term interest of the Everett Community only if <br /> the proposal is supported through use of a development agreement, to be established at the <br /> time of annexation, when zoning is established; and <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Approval of Comprehensive Plan Amendment. Ordinance No. 2021-94, as <br /> amended, is hereby amended as follows: <br /> 1. The Comprehensive Plan maps is hereby amended for the subject property from 1.1 (Single <br /> Family Detached) to 1.4 (Single Family Attached). (Exhibit A). <br /> - 2 - <br />
