If the Utility shall reduce the general rates for water <br /> service in the City of Everett,therates herein named shall be re- <br /> duced in proportion to such reduction. <br /> 9. Reading of Meters: The meters and metering equipment and instru <br /> menta shall be read monthly by a representative of the Utility and a <br /> II <br /> representative of the Commissioner.
