51 <br /> February 18,1976 <br /> The Regular Meeting of the Everett City Council was called.to order <br /> at 9.0 A.M.in the Conference Room of Everett City Hall with all <br /> Councilmen in attendamce except Councilman Ebert who was excused. <br /> APPOINTMENT OF CITY ATTORNEY <br /> mayor Anderson introduced Richard Thompson,Attorney,as his candi- <br /> date for City Attorney to replace Allen Hendricks who is retiring( <br /> Mayor Anderson asked for council approval of his appointment. <br /> Moved by Councilman Langus,seconded by Councilman Rucker to aPProve <br /> the appointment of Richard Thompson as City Attorne, <br /> Moved by Councilman Michelson,seconded by Councilman Langur,to emend <br /> the motion tO have the Secretary cast the unanimous vote,which she <br /> Roll.was called with all Councilmen voting yes,except Councilman Ebert <br /> who was excused. <br /> Motion Carried <br /> • <br /> POLICE DEPARTMENT COMPLA/NT <br /> Chief Seavy explained that a complaint had been filed against the <br /> Everett Elks Lodge for holding a charity event that consisted of sea- <br /> emal forma of gambling. <br /> Chief Seavy said that upon talking to the executive officers of the <br /> Elks Lodge,they informd him they did not feel they were in viola- <br /> tion of any gambling laws since they feel that they followed the <br /> correct procedures and got permission from the appropriate authori- <br /> ties to hold the event. <br /> Mr.Seavy said that a hearing will be held to determine if the lodge <br /> was in fact in violation of any state or local law. <br /> • <br /> • <br /> POLICE DEPARTMENT REORGANISATION <br /> Chief Seavy explained that the basic reason for reorganization of the <br /> Police Department is for a more flex/ble Police Department with a more <br /> visible and 5arsatile policeman. <br /> ::eTtrtet:g.mrInn=r:::e'clIn:cetTer1=14h <br /> Chief Repay explained how the system would work) <br /> • <br /> Two 20-man operational field teams and officers will patrol and do most <br /> investigative work.
