He said they were just asking for <br /> flexibility to add to the autholdty the Port already had. <br /> Councilman Sackett asked Dick Thompson if be would give him a defini- <br /> tion of'significant adverse environmental impact'and Mr.Thompson <br /> quoted from the SEPA guidelines the definition as 7mor.than a moder- <br /> ate effect on the quality of environment ii an established probility, <br /> Graham Bell said he had attended the meeting when the first permit was <br /> issued and did not object. He also attended the meeting when the <br /> shoreline peCmit was issued to Everett Plywood and did not object to <br /> that either. He felt this amendment encompassed both original permits <br /> and that in his understanding this amendment was not a legal process. <br /> Mr.Belford said the Port would be coming to the City with a new appli- <br /> cation for a shoreline permit for the Everett Plywood proPertV. The <br /> request today did not encompass that property at all. <br /> Moved by Councilman Moore,second.by Connoilman Michelson,that the <br /> amendment requested by the Port of Everett for their shoreline permit <br /> be accepted. <br /> Roll was called with all councilmen voting yes except Councilman Ale, <br /> k • croft who was excused. <br /> Motion Carried <br /> LABOR AGREEMENT WB7610-3291 <br /> Moved by Councilman Bangus,seconded by Councilman Michelson,to <br /> authorize the Mayor to execute the 1077 labor agreement with the <br /> Everett Police Office.Association. <br /> Roll was called with all councilmen voting yes except Councilman <br />• <br /> Aldcroft who was excused. <br /> 1 Motion Carried <br />• <br /> LABOR AGREEMENT(CB7610-330) • <br /> Moved by Councilman Bangus,seconded by Councilman Ebert,to <br /> authorize the Mayor to execute the 1077 labor agreement with the <br /> Everett FinEighters'Local No.350. <br /> Roll was called with all councilmen voting yes except Councilman <br /> Aldcroft who was excused. <br /> Motion Carried <br />
