39 <br /> February 16,1977 <br /> The meeting then recessed to the Conference Room. <br /> The regular meeting reconvened in the Conference Room with President <br /> Ebert presiding ath all couthi.en in attendance except Counci.en <br /> Langus and Moore who were excused. <br /> 201 FACIL/TY PLANNING STUDY REPORT <br /> John Ga.of the Snohomish County Planning Department briefly reviewed <br /> the beginning of this study. He said the 201 Study was a sewer plan <br /> study encompassing Everett plus nine other sewer purveyors at the most <br /> coat effective means of collecting ath purveying sewage. <br /> He then introduced Jerry Rasmussen,the project manager,who reviewed <br /> alternatives as presented to other agencies such es Lake Stevens,Mukil- <br /> teo,Marysville,etc. <br /> said that the present sewer lagoon does not and cannot meet the feder- <br /> al waste water effluent requirements that will take effect in July of this <br /> ythr. All of the agencies had been contacted and a representative from <br /> each would he maeting on the 23rd of this month to make a final decision <br /> on the six most cost-effective alternatives. At that time the planning <br /> group would go into more detail and come up with the proposal for the <br /> final solution. <br /> He said the Scott Paper Company had requested to enter into this study <br /> • and was in agreement to participate in a joint...talent facility with <br /> the City of Everett. <br /> :=1::11=.cgtel!giN j'o=taa=!NheS=Ta'gr!" <br /> Moved by Councilman Althroft,seconded by thuncilmanMitheiaon that eta <br /> city council go on record endorsing the concept of joint treatment if <br /> it Proved cost effective to the city,but that it be clearly stated that <br /> tth ...making ang promiaes and that Scott must assume all re- <br /> sponsibility with reapect to meeting the requirements of its.DES permit. <br /> 17;:c:g s="g=t.'°°— <br /> Motion Carried <br /> LIBRA.DIRECTOR <br /> Mark Nesse was then introducth to the council as the new library director. <br /> The meeting then recessed into executive session. <br /> The regular meeting of the Everett City Council reconvened at 7:00 p.m. <br /> in the Council Chambers of the Everett City Hall,President Ebert pre- <br /> siding.
