December 20,1978 <br /> All:e4reas,theEngineering Depart.•.-t has identified that the portion of Dorn <br /> Avenue between Holly Drive and 3rel Avenue East presents certain sight-dis- <br /> tance obstacles,and <br /> Whereas,a barrier has been erected across the roadway to prevent traffic <br /> passing between Holly Drive and 3rd Avenue East,and <br /> said barrier w o have been t ,"aaa"as <br /> Whereas,the Council Pin, •and Budget Committee has met and approved for <br /> recommendation to full Ca go.a source of funding needed to make the <br /> neccessary repairs and alterations, <br /> .1=:therefore,be it resolved by the City Council of the City of Everett, <br /> The financing-of Dorn Avenue -way acquisition in a reasonable <br /> amount wIll be,and is considereright-ofd the highest priority in the distribution <br /> of any excess unanticipated cash reserves brought forward into 1979 from <br /> the general government funds of the City. <br /> Roll was called with all councilmen voting yes except Councilman Langus <br /> who was excused. <br /> Motion Carried <br /> President Gipson then asked to be excused and requested Councilman Aldcroft <br /> to chair the balance of the afternoon session. <br /> PROPOSED CHANGED TO SEPA ORDINANCE(C87812-472) <br /> Bob Landles of the Planning Department said the new SEPA(State Environmen- <br /> tal Policy Act)ordinance has been revieed to conform with recent changes <br /> in the state SERA guideliand with requirements passed by Ne atate • <br /> legislature in 1977. Thenes revised legislation requires that agencies adopt <br /> • <br /> secific policies which will serve au a basis for conditioning or denying <br /> • <br /> bupilding permits or other actions when the environmental review determines <br /> that adverse environmental impact will occur as a result of the project's <br /> approval. The new policy section is included in section 113 of ttm new <br /> ordinance. These policies are in the same format a,in the environmental • <br /> checklist. •• <br /> He said also included in the new ordinance is a proposal to increase the <br /> fee for administering the SEPA ordinance. He presented a draft of staff <br /> costs plue a chart showing charges made by other cities.- <br /> Mr.Landles said the appeal process has been streamlined by eliminating <br /> a three day waiting Period. Also the complete hearing would be only be- ,• <br /> fore the Environmental'Review Committee and their recommendation brought <br /> to the council. The council could,however,request a complete hearing <br /> • <br /> to come before thecouncil. <br /> Overstreet asked who benefits from an EIS and Mr.Langles re- <br /> plied that he felt the city,the community and the developer all three <br /> benefited from an EIS. • <br /> Councilman Overstreet then suggested that the city should absorb the staff <br /> costs to encourage develdpiers to come in and develop their property•in an <br /> orderly manner. <br /> Councilman.Aldoroft asked if the city by la.is not supposed to prepare <br /> the MS and Mr.Landles replied the majority of developers had a consultant , <br /> that prepared the EIS with the city acting as advisor. <br />
