He considered these housing units to be in the best <br /> interest of the average wage earner as they were in a medium priced <br /> range. <br /> Councilman Pope concurred with the motion as he felt the developer had <br /> not proven that conditions were changed or that it was in the best <br /> interest of the health,welfare and safety of the citizens to have the <br /> area rezoned. <br /> Councilman Baker said there had been several multiple family rezones <br /> in the south end in recent months. /f there was need for multiple <br /> family zoning,this should be studied and not just suddenly rezone an <br /> area already zoned R-1 to provide Ellis need.
