WHEREAS,the City Council has recognized the need to improve the eamer system of the City of Everett by undertaking the interim MaProvs- ments to the treatment facilitles;and WHEREAS,the City Council recognizes the need Mo remove sludge which has accumulated in the treatment plant's first aerated cell;and .••521"fx, WEEREAS,there will be benefits to all citizens of the City of Oh Everett and adjacent areas to which Everett providvs sewer service as a result of undertaking the proposed improvements;and WBEREAS,the"Lower Snohomish Basin 201 Facilities Plan"called . for improvements to the Everett treatment plant;and WHEREAS,the State of Washington Department of Ecology has offered the City a;sant for 504 of the cost of design and construction of the needed facilities; NOW,THEREFORE,BE IT RESOLVED by the Everett City Council that: • The Mayor of the City of Everett is hereby authorised to execute a grant contract with the Washington State Depart- ment of Ecology for 508 of the eligible costs of design and construction of sewer facilities to upgrade the City, treatment plant.
