These documents represent the financial end ttt{ <br /> management plan for the City as <br /> recommended by the Mayor's office in <br /> comformanclath th State law d the provisions of our Charter. <br /> oldlike to take this opportunity to thank the members of this <br /> Council for their diligence in sorting through variety of <br /> budgetary issues which needed <br /> a ded compromise, clear sense of direction <br /> and andante Sound judgment.gYour suggestions to' bring the budget into <br /> would also very valuable in the final stages of development. I <br /> wouldlve pay tribute to staff'for,their understanding and <br /> in departmental response in this difficult budget year. Our call for cuts ; <br /> partmental expenses was answered without hesitation; everyone <br /> did their part to accommodate ethe ereductions as required. <br /> this teem is an honor.om <br /> BUDGET DEVELOPMENT PROCESS <br /> Although Council is now familiar and comfortable with our budget <br /> development, for those citizens who may not be, 1 would like to <br /> touch on the highlights of.this process to bitter inform then of <br /> the steps in building the budget. <br /> Everett has been a pioneer in expanding Council and citizen <br /> participation in formulating the al budget. This process was <br /> observed by the media end <br /> a <br /> representatives of citizen's committee that has overseen <br /> budget activitiesfor the pest two years. <br /> We wish to thank Council end the committee for their <br /> participation and involvement which contributed much in helping <br /> to make the final recommendations found in this document. <br /> 4 <br />
