This <br /> ',1111111 , motion to amend the reeolution died for lack of a second. <br /> Councilman Aldcroft was excused from the meeting at this time. <br /> Roll was called with all Councilmen voting yes,except President PoPe, <br /> .11,1 t, who voted no,and Councilman Michelson and Aldoroft,who were excused. <br /> Motion Carried <br /> LOCAL TAXES DISCUSSION <br /> Bill Cushman,Finance Director,reported that the Budget c lwd <br /> met Monday to review all discretionary sources of income the City has <br /> control over and the amount of income generated by each one. They <br /> did not come up with any specific changes for 1984. They did look at <br /> the impacts on who paid these taxes,etc.and discussed alternative <br /> rates. <br /> 11' <br /> iuncilman Stephenson said the committee also spent time on where <br /> reductions could be made. They felt peelale ehould meae eeaee er <br /> ,11 possible changes due to serious budget problems and then implement <br /> these changes later in 1984 or in 1985 after public input. <br /> 1,1 He eaid they also discuss.funding to replace the swimming pool roof <br /> and an alternative 5-year funding plan was prbsented. He said it seemed <br /> appropriate to proce.with the re-roofing ae soon as possible but <br /> money had not been set aside for this at this time,but the committee <br /> .11LH did not make any recommendation or come to a consensus on this matter. <br /> Councilman Stephenson felt this was a high priority item and should be <br /> included in the 1984 budget and recommended that$100,000 be taken from <br /> the street overlay fund to begin the work with the balance of the cost <br /> on a.6-year plan. He also recommended a$300,000 reduction in utility <br /> 114/N4 taxes. He asked Administration and Mr.Cushman to look over the budget <br /> and make recommendations where this$300,000 010 0000 from. <br /> ,1'1111'1' Mayor Moore said it would be necessary to cut people if the$300,000 <br /> 1101111 I was taken from the general fund and he would hate to see services <br /> affected. Also,he was not in favor of trading the street program <br /> for the swim pool roof. <br /> 11 1,1111 111. <br /> Moved by Councilman <br /> anStephenson,seconded by Councilman Overstreet,to <br /> f1,01''' allocate$100,000 out of the street overlay fund for the purpose of <br /> fincing the swimming pool roof in 1984 and to direct the 1904 Budget <br /> 0440 Committee to review discretionary taxes that are available for possible <br /> increaaes and that the public hearing processes are followed.in this <br /> regard. <br /> Councilman Overstreet pointed out that Council had already voted to <br /> maximize the real property tax. <br /> '114c : <br />
