Mayor Moore <br /> and all Councilmen were in attendance. <br /> DISCRETIONARY TAXES <br /> pmesident Stephenson said this was a continuation of the workshop "4".t <br /> held last week on reviewing various discretionary taxes. He said <br /> they had been discussing the B 6 0 tax when the meeting adjourned <br /> last week. <br /> Bill Cushman,Finance Director,presented an ordinance amending <br /> the B 6,0 tax,but pointed out that all of the fee structures had <br /> been left blank so that the Council could make the decision as to <br />, what the tax rate would be. At present it wes.001 on all business <br /> CI th the exception of anyone in the business of bUying wheat,core, <br /> barley,etc, The rate for this category was.0001. <br /> He said also in front of the Council was an ordinance which repealed <br /> all of the othet utility ordinances and placed the electric,gas, <br /> telephone and telegraph utility tax all in one ordinance. : <br /> He pointed out a revenue matrix which combined gambling and utility <br /> tax showing an increase <br /> ph from 28houp to 68 for gambling taxes and <br /> 3.8%,whichis the current rate,up to 68 for utilities. He said <br /> if Council would cross reference these they would find,as an <br /> example,if the utility tax were changed to St and gambling tax <br /> were changed to 58 the graswed that the total increased <br /> revenue per year would be$979,960. <br /> Councilman Pope then pointed out the list of projecta that needed <br /> P,k <br /> doing for the City and asked if the City could pay some of the '' . <br /> contracts by caph and also sell some councilmanic bonds to take <br /> care of the.rest,and Mr.Cushman said this was possible. <br /> th <br /> Councilmapproan Morrow questioned the councilmanic bond being issued <br /> wiout val of the citizens and It was explained that no <br /> councilmanic bond was issued unless the money was in the fund '40 <br /> ahead of time. This was not a bond like the paramedic fund or i4111 <br /> street obligation bonds voted on in the year°Pee, <br /> 2? <br /> Councilman LEN ON said if the taxes were increased the Administra- <br /> tion would still have to come back to the Council for approval of <br /> some particular project they wanted to do. <br /> Councilman Gipson felt they should discuss which projects are to <br /> be done,if any,because if this wasn't accomplished they could be <br /> talking about tax increases for some time without knowing whether <br /> they would need an increase. <br /> President Stephenson pointed out that last year during budget b <br /> time many of the projects on this list were decided to be too <br /> expensive and set aside so he hoped that the City would not be <br /> Placing an increase on taxes juet for the PurPoee of cemPleehee <br /> some of these projects. <br /> ' Councilman Morrow said he was interested in discussing B fi 0 taxes <br /> es that was the agenda item before them today.
