Roll was called on the motion to table with all Councilmeo voting yes, , except Councilmen Michelson and Morrow,who voted no. , Motion Carried , f., russident Stephenson announced that Item All,workshop on banners over streets,would be discussed next. ,, wORRSHOP-BANNERS OPER STREETS ' ',j Karen Chernell,Director of Tooriem for the Everett Chamber of Commerce, spoke of the tourism aspect of banners to advertise various holidays and festivals. She recommended that the ordinance be expanded to allow banners other than just Christmas,the Fourth of July and Salty i"$ Sea Days and that a set of specifications be developed that all must follow. Councilman Pope commented that the Parks Department has knee heavily in- volv.in placing and taki.down decorations and banners which cost the City money. He suggested that the Chamber use a portion of its tourism funds for this PurPone• 1.:., Ms.Chernell felt lt could be possible for each festival to budget ' '41' funds for costs to put up and tWce down the banners. -at, President Stephenson brought up the matter of the wind factor and the City's liability. In answering a question from Councilman Ginn.,...ins Dosnhillit City Clerk,eaid currently there a.no fees to place banners on etreets and she commented that unless the ordinance is specific .to holidays she could foresee a lot of requests from other cities and organisations for festivals and events not participated in by the City. . ,
