152 <br /> April 18,1984 <br /> • Ken White,of 1010 Hoyt,agreed that an election was needed but if <br /> Council took no action for this they were not acting in the intent <br /> of tbe Charter. He spoke on concerns regarding nuclear radiation <br /> and felt this would not be covered in the EIS except by the Navy. <br /> He said it was the intent of the petition to call for an election <br /> after the EIS had been completed and felt the November timing was <br /> wrong as it would not allow sufficient time to fairly review the <br /> major concerns. <br /> councilmen Overstreet asked Mr.White his reaction to the proposed <br /> alternate ordinance and he replied he did not have enough time to go <br /> over it from a legal...Point" <br /> Steve Burr,of 3425 Tulalip,explained it was the intent of the <br />• Navy ititiati.-process to have an election at the conclusion of the <br /> EIS process. He felt it would be premature to submit this election to <br /> teepeople before all the facts are known. He pointed out he did not <br /> receive the materials presented before Council tonight until this <br /> afternoon so it was difficult to respond to them right now. He <br /> reminded Council the petition submitted was a valid petition and urged <br /> Council to take action on the original ordinance. <br />• <br /> DavesPatterson,of 1612 Hoyt,spoke on the opinion rendered by dames <br /> El..and felt It sald what the City wanted it to eay. He challenged <br />; I the sta.tements and pointed out Mr.Ellis had ignored the fact that <br /> Everett was a charter city. <br /> PaUl Seely,representing the Everett Chamber of Commerce,reaffirmed <br /> their position previously taken by the Board of Directors that both <br />; , the City's and Navy's decision process would be better aerved by an <br /> r intensive public information effort and not through the casting of a <br /> simple yee or no vote. HONeVer,if Council decides to hold an <br /> election,they believe that the petition,as presently werded,WOUld <br /> result in substantial confusion of the voters,the Navy and Council <br />• <br /> and should be re-written before being placed on the ballot;that a <br />• county-wide vote may result in a better reflection of the total effect <br /> of the immediate community and areas surrounding Everett;and that the <br /> election should only be held after all the pertinent environmental <br /> information has been collected. <br /> DOnna Isenogle,of 700 35.St.,felt additional time was needed to <br /> 1 review the alternative ordinance and urged Council to carefully <br /> consider the original proposal. she asked what effect,if any,would <br /> an advisory vote have on Council and Preside.stephanson replied <br />. 1 <br /> it wOuld definitely have some influence over the final decision al.,/ <br /> it was hot Kno.Whether..wouTdmedp.the_Navy from locating here. <br /> Penta,of Monroe,asked that a positive outlook of the future be <br /> taken and asked that nuclear concerns not be pushed aside. <br /> Sim Rathbun,of 811 Elst Pl.s.E.,asked that the people get a chance <br /> to vote on this iesue. <br /> • <br /> Kim Thies,of 11415 26th Dr.SE.,commented that enhancement and/Or <br /> problems by the Navy coming to Everett did not stop at the city <br /> • limits and felt the county citizens should have an opportunity to <br /> vote on this issue also. - <br /> , 1 <br /> michael Halo.,of Marysville,spoke in support of an election and <br /> felt the City's.hesitation to approve this was based on fear that <br /> the Navy is not wanted here by a majority of our citizens. <br />
