162 <br /> April 24,1985 <br /> m. fieran then said the administration recommending the <br /> following transportation corridors repreeenting the city's <br /> preferences in priority order as conceptually acceptable subject to <br /> further refinements: <br /> lst choice-19th Street Tunnel <br /> 2nd choice-Combination north-south improvements <br /> 3rd choice-North improVements only <br /> me said these preferences were based on what is considered best for <br /> traffic safety compacity as requested by the MTMC. They were not <br /> based on any federal or state funding criteria or availability,nor <br /> total cost. <br /> Councilman Morrow suggested stating that leth St. surface street <br /> mould be totally unacceptable and MaYOr MOOre asked that this not be <br /> done as there could be some solution to using 19th St., such as <br /> PartiellY cet and partially bridged,but it should not be eliminated <br /> entirely. <br /> Councilman Overstreet said Mr. Cameron had stated that on 19th St. <br /> surface street route there v'ould be 15,000 cars per day with 1,650 <br /> cars at peak hour. He asked what the traffic count currently is on <br /> colby in relation to this and Mr.Cameron said Colby eouth of 41st <br /> st. carries about 14,000 and that's about 1,500 at peak hour and <br /> this is on a three lane street. Councilman Overstreet then <br /> commented that Colby Ave.presently has about the same traffic count <br /> and a little less traffic at peak hehr then proPosed for 1-9th St• <br /> rsurface alternative. <br />" Mary Winespear of 2813 Victor Place favored the 19th St. tunnel <br /> alternative and urged that the heavy logging trunks he reqeited te <br /> use the tunnel. <br /> Vi Ousler of 551 Pilchuck Path also spoke in favor of the tunnel. <br /> She was concerned by the traffic that would be generated by the <br /> proposed garbage facility to be constructed.. <br /> Donnie Sameon spoke in favor of the tunnel also. <br /> t,;" nave Beemes of 3411 Kromer suggested bussing the navy personnel to <br /> Park and tide let, .e ale.euggested the tunnel be four-lanes wide <br /> as it would probably be needed in the near future. <br /> r MoVed by CoUncilnan Pope,seconded by Councilman Overstreet Lc'close <br /> r the public hearing. <br /> President Stephenson asked if anyone further wished tO Speak and no <br /> one replied. <br /> Roll was called with all councilmen voting yes. <br /> motion carried. <br /> President Stephenson said over the last couple of daYe, WL. the <br /> meetings held with the committee and discussions with some of the <br /> council individually he had prepared a written motion that he wanted <br /> to make for the council's consideration.
