This option seems to offer <br /> an access route that the City can live vdth and at a cost that <br /> sHould be able to be funded by the state and federal governments. <br /> Mark Kalkoske, 1830 Colby, thanked the committee for their efforts <br /> and he encouraged the Council to select the North/South route as the <br /> main access route for the Navy base. <br /> • <br /> Mark Houser, 1812 Holbrook, reviewed a Navy report to Congress on <br /> • Homeporting costs for budgeting purposes. The report shows only <br /> $9,000,000 for access roads for the Everett homeport. <br /> Bill Udmar, 203 Skyline Drive,expressed concern with access to his <br /> property from Marine View Drive. During Salty Sea Days the street <br /> • was closed off due to the excess traffic to-the waterfront. <br /> • <br /> dohn Bushaw, 3402 Norton, expressed concern with the traffic going <br /> sou.and the possibility of the increased traffic flows through the <br /> residential areas. Ron Camm-on stated that this area is of special <br /> concern and that City staff:ould need to work with the neighborhood <br /> to determine alternatives which would deter the use of the <br /> • <br /> neighborhood streets for other traffic. <br /> • <br /> Aileen Langhans, 2630 Grand, expressed concern about what would <br /> • happen to her home as it is located right next to the elevated <br /> street. She stated that the North/South route would create more <br /> congestion in the downtown area. She felt that another route would <br /> be more acceptable. She requested if this route is chosen what <br /> • options would be available to her to mitigate the impact of the • <br /> roadway to her home. <br /> Leonard Whit,1828 Chestnut,encouraged adoption of the Worth/Scuth <br /> • proposed route. The City should plan to keep traffic out of the <br /> neighborhoods. <br /> Nanette Stanfield, 1909 19th, expressed her gratitude that 19th <br /> Street WaS not the recommendation of the committee. She recommended <br /> • the adoption of the North/South route and felt that this route would <br /> also build up business in the downtown area. <br /> • <br /> Chuck Mahlum, 101 Beech, also expressed his gratitude that 19th • <br /> Street was not the recommended route. He felt that the viaduct or <br /> elevated street North/South route option would eliminate the most <br /> problems. He cautioned Council to carefully review the construe,. <br /> project to see that the Scott Paper access is not impacted too <br /> • greatly during the construction period. He asked if a one-way grid <br /> • -Everett Avenue-one way west and Pacific Avenue-one Way east, <br /> had been considered. He felt this would be a viable and prudent <br /> route for Sverett. <br /> Virginia Miller, 3412 Federal,expressed her concern over the south <br /> end of the traffic flow towards the Port Gardner Neighborhood. She • <br /> requested information on the cost of the Navy Bomeporting in regards <br /> • to Police, Fire, streets, schools etc. Councilman Overstreet <br /> advised her that most of the cost estimates are contained in the <br /> Environmental Impact Statement and the Fiscal Impact Analysis. Both <br /> these documents are available City Ilan and at the Public <br /> • Library.
