Upon roll call it was found that <br /> Mayor Moore and all councilmen were in attendance. <br /> I rat::.:rd= aPP""'"P'inLed <br /> APPOINT1C3NT <br /> Mayor Moore asked for concurrence ftom the Council in the <br /> appointment of Marsha Goldberg to the Everett Library Board. <br /> I Moved by Councilman Stephenson, seconded by Councilman Morrow to <br /> conc.in the mayor's appointment of Marsha Goldberg te.e Everett <br /> 9 Library Board. Tern to expire December 31,1991. <br /> Roll was called with all councilmen voting yes. <br /> Motion carried. <br /> PROCLAMATIONS <br /> Mayor Moore issued a proclamation which ieill be displayed in the <br /> Washington State Pavillion at MO 86 in Vancouver, British <br /> Columbia,Canada inviting all visitors to visit the City of Everett. <br /> %Ellt7effne17211:7! <br /> MAYOR'S COMmENTS <br /> Mayor Moore announced that Orin Fjeran has been retained by the City <br /> to work with the City and the Lowell Neighborhood to assiet in <br /> establishing procedutes for the neighborhood organization. <br /> I COUNCIL COMMENTS <br /> Councilman Morrow reviewed the PUget Sound Council of Governments <br /> meeting he attended regarding the Washington State Department of <br /> Transportation's request for another study on the access toad <br /> issue. Councilman MorroW stated, in his opinion, adequate studies . <br /> have already been completed. <br /> Councilman Stephenson atated that he strongly supports the Mayo,for <br /> his position to'hold the line.on requiring funding for the access <br /> route from other than City citizens. <br /> I 1 <br /> Co 1100,05,00 Siva stated she will be introducing for Council's <br /> consideration the establishment of the.25%teal estate transfer tax <br /> which was authorised by.,ehe State Legislature in 1982. The <br /> increased property transfir activity warrants immediate action if <br /> the City is to take advantage of this opportunity. There are many <br /> capital improvements which could be completed if this tax is inaoted. <br />
