r 1 158 April 23,1986 The regUlar meeting of the Everett City Council was called ho otder at 800 a.m.,April 23,1906 in the Council Chambers of Everett City Hall,President Gipson presiding. Upon roll call it was found that Mayor Moore and all councilmen were in attendance. I rat::.:rd= aPP""'"P'inLed APPOINT1C3NT Mayor Moore asked for concurrence ftom the Council in the appointment of Marsha Goldberg to the Everett Library Board. I Moved by Councilman Stephenson, seconded by Councilman Morrow to conc.in the mayor's appointment of Marsha Goldberg te.e Everett 9 Library Board. Tern to expire December 31,1991. Roll was called with all councilmen voting yes. Motion carried. PROCLAMATIONS Mayor Moore issued a proclamation which ieill be displayed in the Washington State Pavillion at MO 86 in Vancouver, British Columbia,Canada inviting all visitors to visit the City of Everett. %Ellt7effne17211:7! MAYOR'S COMmENTS Mayor Moore announced that Orin Fjeran has been retained by the City to work with the City and the Lowell Neighborhood to assiet in establishing procedutes for the neighborhood organization. I COUNCIL COMMENTS Councilman Morrow reviewed the PUget Sound Council of Governments meeting he attended regarding the Washington State Department of Transportation's request for another study on the access toad issue. Councilman MorroW stated, in his opinion, adequate studies . have already been completed. Councilman Stephenson atated that he strongly supports the Mayo,for his position to'hold the line.on requiring funding for the access route from other than City citizens. I 1 Co 1100,05,00 Siva stated she will be introducing for Council's consideration the establishment of the.25%teal estate transfer tax which was authorised by.,ehe State Legislature in 1982. The increased property transfir activity warrants immediate action if the City is to take advantage of this opportunity. There are many capital improvements which could be completed if this tax is inaoted.
