395 <br /> October 1,1986 <br /> The regular meeting of the Everett City Council was called to order <br /> at 8:30 a.m.,October 1,1986 in the Council Chambers of the Everett <br />. city Hall,President Gipson presiding. Upon roll call it was found <br /> that Mayor Moore and all councilmen were in attendance. <br /> Councilmen Stephenson nade a correction to the minutes of meeting <br /> held September 24, 1986, page 306: thmt tbe 'flea.. made bY <br /> Councilman Gangue on the gambling tax should have been "to hold a <br /> public hearing to consider increasing the gambling tea, <br /> PROCLAMATIONS <br /> Mayor Moore proclaimed October 10,1905 as"United States Air Force <br /> Band Day". <br /> JETTY ISLAND DAYS <br /> Mayor Moore introduced Bob Cooper, Park Director, for a report on t144': <br /> the Jetty island Days program. Mr. Cooper stated the program ran <br /> from July 5, 1986 through September 7, 1986. The allocation for <br /> this program was$75,000 from the Hotel/Motel Tax Fund. Mr.Cooper <br /> reported it appears that the program will be demi.in approximately <br /> $10,000 to$12,000 under budget. 12,459 people visited Jetty Island <br /> with 24. participating in the interpretive and special event <br /> PrOgrams provided. <br /> Jetty mOpnd Days was offered through a cooperative arrangement with <br /> 8', I <br /> the Port of Everett. The Port, owners of the Jetty, transferred <br /> jurisdiction of the property to the City for the duration of <br /> proJect. Both the Port and Marina Village were generous with the <br /> use of their facilities. A brochure was developed with the Everett <br /> Area Chamber of Commerce which was distributed along the 1-5 <br /> corridor and on the state ferry system. <br /> Mr.Cooper recommended that the program become a permanent part of <br /> the City's Park and Recreation program but that the funding source <br /> be the General Fund. Some considerations will be needed to be ' <br /> discussed if the program is budgeted for 19137, such as length of <br /> prOgram,departore location and whether to charge some type of user <br /> fee. 191 <br /> 9.I <br /> Councilman Morrow reviewed a letter he received from a Puget Sound <br /> Council of Government's Planner who spent some time at the Marina . <br /> Village and Jetty island,which complimented the City and City Staff <br /> on the this program. <br />
