Mayor Moore stated that the Golden Hind, a replica of Sr Francis Drake's tall ship which has been diaplayed at EEPO 8fi in VancoUver, B.c.Canada,mill be visiting our CitY in earlY NoVenher. The SaYor stated be has asked the Chamber of Commerce to oversee this event and Council will he hearing more later. Mayor Moore announced that on Friday morning, October 3, 1986, AMTRAK will have its superliner at the Burlington Northern Depot from 7:30 a.m.to 8:00 a.m. This is a promotion by the railroad to get tourists to ride on this superliner. People will be able to , tour the facility during its vieit in Everett. 1 ' COUNCIL COMMENTS . Councilman Overstreet commented on"Driver Appreciation Day"and the open house held yeeterday in the City Council Chanbers honoring the I ' 1 .. ' City's Transit drivers. Councilmemher Siva remarked on the tragic death of the 3 year old last weekend due to child abuse. She asked that everyone not be critical of the child protective agencies when they appear to be too zealous in their efforts to protect a child. Councilman Langus introduced Council Bill 8810-85, a proposed ordinance to increase the gambling rate on binge: reifies, Punch boards,pulltabs and cardrooms to four percent,for first reading. V' ,' president Gipson stated that the third reading of the proposed ordinance would be on October 15 at the regular night council meeting. lie stated that all licensed gambling establishments will be notified by mail that this action is being considered. PUBLIC HEARING i President Gipson opened the formation hearing for 100th Street SW . Local Improvement District No. 724. He stated everyone who owns property in this proposed LID or who is authorized to represent such a property owner will be given an opportunitY to be heevd. .vv..' reporter is in attendance and will be recording what is said. ,. President Gipson stated that he would be acting as chairman of the , hearing. He asked if any property owner or representative had ang obJections to his participation or any ether council member's participation in these prOCeedin9S and no one replied. Preeident Gipson stated that the primary purpose of the bearing is for the Council to consider whether to form this LID. As part of '' that process we will give individual property owners an OpportunitY to present evidence and information to the City Council explaining the reasons they favor or object to the formation of the LID.
