He <br /> felt Co increase in taxes would be very herd on the small business <br /> owner. He said this came out of gross profit but a utility tax was <br /> passed on to the customers. I <br /> Bruce Roberts,Executive Secretary of the Washington State Beverage <br /> Association,pointed out an attorney general's opinion regarding the <br /> • legality of the tax and the use of the money received. He felt the <br /> present taX was more than sufficient to compensate for the costs of <br /> adsinietering the tax. He said the product sales are dropping and <br /> the insurance rates are increasing 1,0006. in some cases. He felt <br /> the proposed increase was unfair and probably not legal. <br /> Councilman Stephenson asked if an attorney 9enerel's CpiOiCreed <br /> just that, an opinion on the law, and Jim Isles, Asst. City <br /> Attorney,said this was true and this is still a gray area. <br /> Dorothy Free of the Evergreen Aesecitien of the Blind said the bingo <br /> games are for non-profit organisations and the revenue is needed for <br /> their operation.
